Bonner Bridge) over the Oregon Inlet on NC 12 in Dare County, WBS 41470. 1.1 (WBS element subject to change). Dear Madam; On December 3, 2013 the North Carolina Department of Transportation ( NCDOT) closed the Herbert C., Bonner Bridge on NC 12 over Oregon Inlet. The Governor will be making an emergency declaration today regarding the critical scour at Bent # 166 and subsequent closure of Bonner Bridge. An emergency ferry route has been established between Rodanthe and Stumpy Point. While functional, this temporary solution will result in a great expenditure of funds. NCDOT crews have been monitoring the state of the bridge since recent routine sonar scanning revealed excessive scouring around the support structures. Due to rapid scour surrounding the pilings of Bent #166 of the structure, emergency and immediate repairs have become necessary to keep this critical facility safe and re -open it to the traveling public. As you are aware, NC Highway 12 is the only north -south highway along North Carolina's Outer Banks. This two -lane road is a vital connection for residents and visitors from the northernmost point in Corolla south to Cedar Island on the mainland. Current plans call for the use of the Dredge _Alaska to place approximately 30,000 cubic yards of dredge material from the Oregon Inlet, via pipe at or near Bent # 166. Please see the attached diagram for the deposition location. A Coastal Area Management Act Major Development Permit authorizing this action has been obtained.
