Dear Mr. Montebello:
The City of Mebane has been investing in its Water Resource Recovery Facility
(WRRF), NPDES NC0021474, with process and resiliency improvements. In the
process of planning for improvements and revisiting population projections, the City of
Mebane has identified the need to proceed with an expansion of the WRRF.
On October 28, 2020, the City received speculative effluent limits for flows of 3.0 MGD
and 5.3 MGD. It is now known that the first expansion is needed for a capacity of 4.0
MGD with provisions to expand in the future to 6.0 MGD.
This letter is a request for speculative effluent limits to increase the Mebane WRRF's
discharge to Moadams Creek to 4.0 MGD (initial) and 6.0 MGD (future).
The City is in the process of preparing the NPDES Permit Modification and Engineering
Alternatives Analysis (EAA) for submittal within the next two months. We look forward
to coordinating with NCDEQ to prepare the City of Mebane's WRRF for the future.
