NORTH CAROLINA DEPARTMENT OF NATURAL RESOURCES AND COMMUNITY DEVELOPMENT DIVISION OF ENVIRONMENTAL MANAGEMENT Winston-Salem Regional Office MEMORANDUM TO: Larry Coble FROM: Jim Johnston SUBJECT: May 30, 1989 East Bend Industrial Park NC0064726 Wasteload Modification Yadkin County Having observed this stream with Steve Mauney in a dry period during 1985 it was noted at places across the stream the water was so low that it ran underneath the rocks and the stream appeared dry. It is believed that during these periods the flow from the wastewater treatment plant would make up almost entirely the stream flow. The plant on site is a 10,000 gpd extended aeration package plant. I cannot recommend this increase in flow at the present discharge location. c c : lvs to C z- d ;0rus r.e., 7 .6 viAQ,d 067Y\ D;5 iYI (.CA t .6trn5 }DR=.3arw;?' {.A.=.33 c-cs .);e: ,ose-fs 71000=D. l c.-05 2,5G,-5 .).1(5?). 51(9o'$(0 DA= Lau (),A= 1.3c-Es 7165-6.ac:s t, Reid= ( ; I.a3a cis /oci= 6.3cr15 cis N eyes 0-s0r70,3_, 611s 41z , lL50. 5(5 Z DA = O . 311_ L 7tiio = 6.05t C-* ci00-14/O1 C1 yr'- YYt-enm.-,Loy riC moo' 41vu) c cit. p.a. Paul Wilms Director RECEIVFn FE8 I 5 19R.Q TECHNICAL SERVICES jCFs 81?q IUGr, In response to our meeting in Yadkin County on October 5, 1988, a re-evaluation of the existing discharge from the East Bend Industrial Park has been conducted. The results of this evaluation are as follows: 1. There is a positive 7Q10 flow in the unnamed tributary to which the wastewater treatment plant discharges at a point just above the drag strip. This positive flow is only achieved after the confluence with another unnamed tributary at the drag strip. 2. In order for the County to retain the existing effluent limits in NPDES Permit NC0064726, the County must apply for a permit modification to move the discharge location from its present point to a point just above the drag strip and below confluence with the other unnamed tributary (see the attached map). P.O. Box 27687, Raleigh, North Carolina 27611-7687 Telephone 919-733-7015 An Equal Opportunity Affirmative Action Employer Mr. Grady Hunter February 10, 1989 Page Two 3. If the County wishes to maintain its existing discharge location, the effluent limitations would be BOD5 = 5 mg/1, NH3 = 2 mg/1, and DO = 6 mg/l. I hope that this information helps to clarify the situation of the County's discharge. If there is a need for any' additional information or clarification, please do not hesitate to contact Mr. Larry Coble of our Winston-Salem Regional Office at 919/761-2351 or myself. !, R.
