Project Description The project site is located on the west side of Patterson Avenue in Winston -Salem, approximately 1400 feet north of the intersection of Motor Road The western property boundary abuts NC Route 52 The purpose of the project is to construct a retail sales area for mobile home sales A vicinity map is shown as Figure 1 Overall phasing of this project is as follows Phase I - Temporary Grading This includes grading at the front of the site to the final lirruts of the project, and a temporary embankment at the rear of the property to hold soil for the final phases of grading To access the rear of the site, a temporary crossing of Leak Fork Creek will be provided Phase II - Construction of the main section of channel at the rear of the property This will be accomplished by leaving embankment dams of existing in place soil between the existing creek and new channel at both ends The channel will be constructed dry, by starting at the low end and proceeding towards the high end Flood fringe areas will be constructed along the floodway channel These areas will then be stabilized prior to proceeding with the next Phase Phase III - Final Grading Removal of the dams during dry weather flow, and subsequent redirection of Leak Fork Creek to it's new location in the channel The downstream dam will be removed first, and the transitional area stabilized The upstream dam will the be removed followed immediately by stabilization The final portion of this phase will be to remove the temporary crossing, regrade and stabilize the rear portion of the site to its final elevations The Grading, Erosion and Sedimentation Control Plans for Phase II and III will be submitted concurrently, and at a later date As part of this plan, we are required to apply to the Federal Emergency Management Agency (FEMA) for flood map revision 2 Site Description The site consists of tax lots 56C and 65, encompassing an area of 9 47 acres The dimensions are approximately 820 feet in the north -south direction by 505 feet in depth The frontage on Patterson Avenue is approximately 500 feet Tax lot 66B is not included in this project, and lies between Patterson Avenue and the south side of the subject site Leak Fork Creek, a tributary to Mill Creek, flows north through the east side of the site The centerline of the dry weather creek, 100 year floodway, and flood fringe are presented on Figure G 1 The west side of the site has steep topography, tending from an elevation of approximately 870 or higher along Route 52, down to the base of approximately 830 The area between the creek and the hill is relatively flat, draining towards the creek, and consisting of a substantial floodway fringe area An 18" City sanitary sewer runs roughly parallel to the creek, flowing north A 54" storm sewer crosses under Patterson Ave , and discharges into the creek approximately 450 feet south of the northeast property corner 3 Adjacent Property Land use in the vicinity is commercial, with mobile home assembly and sales, and automotive repair and sales NC Route 52 is immediately west A 68' wide overhead electric power transmission power line runs in a Right of Way on the west side of the property Patterson Avenue West, Phase I April 28, 1998 Grading, Erosion and Sedimentation Control Plan Page 1 4 Drainage Patterns and Hydrology For the purposes of designing drainage structures the site and upgradient land have been divided into 5 discrete areas These areas are shown and modeled in the calculations (Appendix A) Areas 1 through 5 contribute to Leak Fork Creek through the project area, for a total drainage area of approximately 3 5 square miles This entire area is urbanized to a large extent, tending towards increasing density at the south end Leak Fork Creek under Motor Road has a 100 year storm flow of 1460 cubic feet per second (cfs), and the contributing hydrologic area is 2 8 square miles' This area is mixed use, and is a subset of area 5 We are using this information to calibrate our model of storm flows contributory to Leak Fork Creek in the project area We estimate the time of concentration (T.) to Motor Road to be 30 minutes Using graphical peak discharge analysis2, we calculate a weighted curve number of 44 We believe this relatively low curve number for the mixed use area is reasonable, in that it reflects the relatively large amount of forested area in the drainage basin, and the conservative nature of the analysis Since this 2 8 square mile area comprises the most dense urbanization of the total study area, estimating storm flows of the less dense areas by using a curve number of 44 is a conservative approach for the less dense northern areas The T,, is calculated for each contributing area For the purposes of tins project, the 10 year storm flow (Qlo) will be used to design erosion control features, the 25 year storm flow (Q25) will be used to design permanent culverts, and the 100 year storm Total Area 2261 34 1750 - -- 360 5 Soils The soil in the project area is eroded Pacolet clay loam in the F slope class, Pacolet fine sandy loam in the C slope class, and Wehadkee soils' A portion of the Soil Survey map is included in Appendix A Pacolet soils are considered well drained upland soils with permeability rates of 2 to 6 inches per hour in the top 6 inches of fine sandy loam, decreasing to 0 6 to 2 inches per hour from 6 to 72 inches in the clay, clay loam, and sandy clay loam layers The soil erodability factor (K value) is reported in the Davie County Soil Survey as 0 24 for the top 7 inches and 0 28 from 7 to 60 inches in depth ' According to Al Ray of the WS/FC City Engineer's office, by telephone 748 -3221, on March 3,1998 "'Urban Hydrology for Small Watersheds (TR Sedimentation Control Plan Page 2 Wehadkee soils are nearly level, poorly drained, making up stream flood plains They are recently deposited alluvial soils The K value is reported in the Rockingham County Soil Survey as 0 32 6 Bedrock and Groundwater Since the site plan calls for filling, intrusive investigation work is not warranted Based on the depth of the existing dry weather creek flow relative to the adjacent soil surface, groundwater is likely to be 5' or so below grade 7 Planned Erosion and Sedimentation Control Practices Technical specifications for sitework are attached as Appendix C For reporting purposes, a narrative description of the work follows Land Grading Approximately 65,000 cubic yards of earth materials will be used for the fill, borrowed from a site across Patterson Avenue This does not account for the swell factor that should be expected when transporting loosened material, or any shrink factor as a result of compaction Filling will be done along the Patterson Avenue frontage The remaining fill volume will be applied to 2 27 acres towards the rear of the property The sides of the fills will utilize slopes of 15 horizontal to 1 vertical (1 5 1) The linuts of the fill area at the front of the site are set by the existing grade along Patterson Avenue, and by a 50% encroachment into the flood fringe area on the east side of Leak Fork Creek This fill area will be graded with a 2% grade towards the rear of the site to coincide with the Phase III grading plan The limits of the fill area at the back of the site are set by the future channel excavation area on the west and south sides, a sewer easement on the northeast side, and by a 50% encroachment into the flood fringe area on the west side of Leak Fork Creek The fill area will be graded with a 4% grade towards the rear of the site to facilitate drainage of the stockpiled material The fill above the sewer line will be graded to 2% since it is not planned to be moved again and will become part of the permanent grading The amount of fill height proposed for temporary grading on top of the existing 18" sanitary sewer is 4 feet above the existing grade The existing soil cover is approximately 6 feet, therefore the proposed cover will be increased to 10 feet4 Final grades may be as high as 19 feet over the existing sewer, pending agreements with the Winston- Salem/ Forsyth County City Engineer's office Surface Roughening Surface roughening will be used throughout the project at the steep fill slopes Temporary Construction Access A temporary construction access will be constructed of crushed stone to access the west side of the site at Patterson Ave A temporary crossing over Leak Fork Creek will be accomplished by using three parallel sections, each 40 foot long, of 54" corrugated metal pipe (CMP) The grade of the pipe will be set at creek bottom to minimize disturbance of dry weather flow A surcharge of 0 5 4 This is the maximum height of cover that would be considered without further study, according to Ronnie Vernon of the WS/FC Engineer's office by telephone 727 -2141 on 4 -17 -98 Patterson Avenue Site, Tax Lots 32A, 32B, 21B, And 2 1 A (Portion) April 28, 1998 Grading, Erosion and Sedimentation Control Plan Page 3 feet over the pipe crowns will carry the 10 year design storm of 360 cfs Based on a creek invert of 825 3, this puts high water upstream at 830 3 This will cause a back up of water 220 feet upstream of the crossing, to approximately 120 feet north of the southern property line Outlet Protection Velocity out of the 54" CMPs at the 10 year design flow will be 5 6 fps The downstream flow depth will be greater than on -half of the pipe diameter, therefore causing a maximum tailwater condition As calculated, the required median size of rip rap (d50) is less than 2 -1/2 ", and the length of the outlet structure is less than 20 feet Due to the configuration of the creek banks, the width of the structure will be set by installing rip rap to the elevation of the pipe crown or 4 feet from the edge of the outer pipe, whichever is less Temporary Seeding Temporary seeding will be used throughout the project All fill areas will be seeded with annual grasses Sediment Fence Sediment fence will be used at the base of all fills This has the added benefit of delineation of the fill areas The fence along the east fill area, next to Patterson Ave , will be the filter type Fence around the main fill area on the west side of the site will be used to redirect runoff into the sediment basins Mulching Mulching using wheat straw will be done on the site areas to receive vegetation, in order to limit soil erosion Diversion Runoff from the 5 drainage areas discussed in Section 4 will be separated and diverted by the sediment fences controlling the fill areas This minimizes the sediment basin areas Sediment Basins Two sediment basins will be constructed adjacent to the fill at the west side of the site to control sedimentation off of this feature The area to control is 2 27 acres A rrummum time of concentration of 5 minutes yields a peak 10 year discharge of 14 1 cfs The total volume of the basins are sized at 1800 cubic feet per acre, or a volume or 4080 cubic feet The acreage of the basins are 1% of the discharge flow, or 6140 square feet The depth of the basins are therefore 0 66 feet, or 9 inches No freeboard will be provided, since the basins are all below grade The sides are 2 1 slopes Discharge will be by sheet flow over the low end of the ponds The depth of the basins has been increased to 17 feet to accommodate sediment storage The two pond areas are split by 40% to 60 %, in proportion to the drainage areas served 8 Construction Schedule 1 Obtain plan approval and other applicable permits 2 Set remove all temporary measures, including the sedimentation basin and the silt fence 9 Maintenance Plan All erosion and sediment control practices will be checked for stability and operation following every runoff producing rainfall but not less than once per week Any needed repairs will be made immediately to maintain practices as designed The sediment basins will be cleaned out when the level of sediment reaches F from the outlet All seeded areas will be fertilized, re- seeded as necessary, and mulched in accordance with the technical specifications to maintain a vigorous, dense vegetation I
