In response additional site plans have been drafted to provide further information as requested. Responses to your comments are highlighted in blue below. l.Please provide a site plan showing the property boundaries, structures (buildings, docks, impervious surfaces, etc.), location of the shoreline, location of the impacts to the stream bank and/or streambed (excavation, dredging, rip rap, concrete, etc.) [15A NCAC 02H .0502(a)(9)] •Impact maps have been included in Appendix A to this document which depict the shoreline (Ordinary High Water Mark), and the impacts to the streambank/bed have been outlined and annotated for your review. Property boundaries are depicted and called out. There are no buildings being constructed and impervious surfaces are shown in the site plans in Appendix B. 2.Per Condition 9 GC 4132, all work in or adjacent to streams shall be conducted so that the flowing stream does not come in contact with the disturbed area. Please provide a construction sequence that details the measures to be utilized at the site and a sequence of construction events to be followed to ensure compliance with this condition. In addition, please ensure that the location of the temporary impacts are shown on the construction drawings and clearly indicated in the revised impact table. [15A NCAC 02H .0506(b)(3)] •A temporary diversion structure (coffer dam) will be installed upstream of the work area and a pump will be used to ensure the stream will not come in contact with the disturbed area during the pouring or curing of concrete for the landing (see cofferdam detail on sheet 3/3 in Appendix A). Construction notes have been added to the detail with annotations and a sequence of construction of the temporary diversion structures (Sheet 3/3). The impacts and locations of the temporary structures (cofferdam) had been previously accounted for in the application (linear feet of impact to stream) but are now clearly labeled in the Impacts Maps (sheets 1/3 and 2/3 in Appendix A). 3. Per Condition 13 GC 4132, ail necessary measures shall be taken to prevent direct contact between uncured concrete and waters of the state. Plans received on September 30, 2021 do not provide sufficient detail for the proposed impacts to the Broad River. Please provide information and details regarding materials used to construct the proposed structures as well as their placement within the streambank and/or streambed (Landing area, stairs, etc.) [15A NCAC 02H .0502(a)(9) and .0506(b)(3)j + Additional details describing the structure placement within the streambank/bed, materials used, and measures taken to prevent contact between concrete and Waters of the State have been provided in the Plan Sheets in Appendix B, as well as on sheet 3/3 of Appendix A. 4. A complete review of the project cannot be conducted until the U.S. Army Corps of Engineers has verified 404 permit requirements and coverage under a Nation Wide or Individual Permit. Please provide documentation of Permit verification by the USACE. • We are currently working with the USACE to verify the permit numbers. When we receive written verification, we will contact you directly. Impact Maps and Cofferdam Details (Appendix A) and Site Plans including River Access details (Appendix B) are attached.
