Good morning Mitch,
I hope you are doing well.
I received a call from Dennis Bailey, who is the ORC for the WWTP near Archer's Lodge, asking me did I want to meet
with a vendor at the site yesterday. He said he understood from Mr. Kellen Buss at a Consent Order Conference that
Municipal was under contract to handle the engineering work for this project. I wanted to let you know that we are not
under contract with Stackhouse, and the last communication we had with Mr. Buss (see below) was on October 18,
2021. I did meet with them at the site on October 12 and provided them with a proposal to perform the engineering
work; however, we do not have a signed contract, nor were we aware that they were using our name as the Engineer
until my conversation with the ORC until yesterday. Additionally, I was not aware they were seeking a consent order. If
we had known this, we would have insisted on our attendance since they would be committing us to tasks and
schedules we would be responsible for meeting. Obviously, Mr. Bailey was caught off guard by this development as well.
I have informed our management of this development this morning. Given this latest revelation, we are no longer
interested in working with Mr. Buss or Stackhouse, nor do we want our name associated with it.

Michael,
Thank you for getting back with me on the figures. We are devoted to getting this system back to DEQ standards,
but we don't want to go broke doing so. I know going cheap and being compliant can be difficult, but we got to find a way
to do both. I did have a couple questions on some of the items you provided. The Chlorination and Dechlor structure, we
don't need an actual building for this, the process can take place outside as it is now. I have numerous plants that operate
this way and never had an issue with it. I don't plan on changing the process from tablets to liquid chlorine and won't
require electrical since tablets are fed through the Tab Feeder. As far as other electrical, what else are you designing that
isn't in place now? All the electrical that I thought that would be installed was for the blowers, motors, flow meter and
grinder pumps. I was under the impression all electrical was bought and paid for and no other electrical needed to be

done. I thought when we meet, we were just designing an EQ tank in the middle, with a splitter feed to both trains,
adding a chlorine contact tank and a dechlor tank.
Also, by reducing these items, will this cut down the design cost at all? Again, we want to get this accomplished, but don't
want to go broke doing so. Maybe down the road we start upgrading the system to get better results, but right now we
are focus on getting it back online and meeting DEQ standards.
