The City of New Bern adopted the current Stormwater Ordinance on March 13, 2001 to meet the requirements of the Neuse Riparian Buffer Rule (15A NCAC 2B.0233) and the Neuse Stormwater Rule (15A NCAC 2B.0235). This report will summarize the actions of the Stormwater Management Program, from July 1, 2017 until June 30, 2018. This time frame will be referred to in the following report as the current reporting year. In June 2012, the City of New Bern created a Stormwater Maintenance Division, within the Public Works Department. The Stormwater Maintenance Division is responsible for the maintenance of over 60 miles of storm drain piping, 80 miles of drainage ditches, 4000 drainage structures and 6 stormwater pump stations. The Stormwater Maintenance Division is responsible for making a variety of repairs and upgrades to the City's drainage system as well as the annual inspection of over 200 stormwater facilities within the City of New Bern. The Stormwater Division consists of six full time employees, one or two temporary employees, and three inmate laborers. 2.0 Illegal Connections and Discharges Elimination Program Since 1983, the City of New Bern has had a Stormwater Drainage Maintenance Team. In addition to completing the necessary repairs and the needed new improvements to the stormwater collection and maintenance system, this group of individuals have also been screening for illicit connections to the stormwater collection system. During the beginning years of this program (1983-1988), a significant amount of illicit connections and/or illegal discharges were discovered and repaired or removed as needed. During this reporting year no illegal connections and no illegal discharge were discovered during this reporting year. In an effort to be more consistent, the Stormwater Division has divided the City into four working zones. Each month staff concentrates their maintenance efforts in a particular zone. Included in Appendix II, is the levels of service document, maintenance schedule, and the zone map. Maintenance logs are kept by the Stormwater Division identifying the completion dates of inspections conducted in the entire city. During these inspections, staff screens the stormwater system, including any streams, for illicit connections and illegal discharges. As part of the Stormwater Management Program, the City is required to prioritize areas of the City in which to conduct dry weather field screening for illegal discharges and illicit connections. The U. S. Army Corps of Engineers (USACE) completed creating maps of the entire city in 2010. These maps include but are not limited to: a. Location of sanitary sewers in the areas of major stormwater collection systems and the location of areas not served by sanitary sewers b. Blue line waters c. Land uses (categorized but not limited to as undeveloped, residential, commercial, agriculture, industrial, institutional, publicly owned open space and others...) d. Known NPDES permitted discharges to the stormwater collection system The USACE mapping covered approximately 70% of the City. The information obtained from the USACE is being incorporated into the City's internal GIS database. This process is about 80% complete and will be released for public use in the next few years. In addition, City Staff are also conducting GPS mapping of the remaining areas of the City not covered by the USACE project as well as mapping stormwater BMPs installed prior to 2001. This overall information is to be utilized to inventory the City Stormwater System and create a comprehensive Capital Improvements Plan. During the upcoming year, the Stormwater Drainage Maintenance Team will utilize these maps created by USACE and others from its GIS office to locate illicit connections found during routine maintenance activities, as they have in the previous year. In addition, these maps will be utilized to locate and identify illegal discharges and illicit connections during the dry weather screenings. Once an illicit discharge or connection is discovered, the City will ensure the discovery is removed on a timely basis by following the notification and enforcement procedures specified in the City's Stormwater Ordinance. 3.0 New Development and Nitrogen Reduction 3.1 Acres of New Development Since April 13, 2001, the City has received a number of plans for planned future developments. All submitted developments disturbing greater than 0.5 acres are required to obtain a Stormwater Permit from the City of New Bern. During the July 1, 2017 until June 30, 2018 permit cycle six developments were issued plan approval. 3.2 BMPs Constructed in 2017 - 2018 Since the adoption of the Stormwater Ordinance on March 13, 2001, the City of New Bern requires all new developments over 0.5 acres to apply for a Stormwater Permit. As part of this application, the developer may be required to utilize a structural best management practice (BMP) to reduce peak stormwater outflow and reduce total nitrogen loading. It is the duty of the Stormwater Administrator to keep an inventory of all BMPs implemented and constructed. As of June 30, 2018, a total of 118 developments were required to implement one or more BMPs to meet the requirements of the ordinance during the current reporting year. Attached in Appendix III, is the BMP Inventory which includes site names and BMP types. City of New Bern Page 2 of 8 Stormwater Management Program 2018 Annual Report 3.3 Summary of the City's Use of Mitigation Offset Fees If the designers of a new development deem to be unable to reduce the total nitrogen export below the maximum limits as set by the City of New Bern Stormwater Ordinance (March 13, 2001), the owners may make a one-time mitigation offset payment to the City of New Bern and the Wetland Restoration Fund (North Carolina Ecosystem Enhancement Program) or available mitigation bank located in the Neuse River watershed in which the applicant is seeking credit. Currently, fees collected by the City are being utilized to cover the costs of implementing the Stormwater Management Program and pay for application and plan reviews. In the upcoming fiscal year, the City plans to use the fees collected to cover the expanding program costs. These costs will include BMP inspections, public education programs, consulting, program advertising, etc... associated with the nitrogen removal regulations and the Neuse Stormwater and Riparian Buffer Rules. Table 1 below summarized the nitrogen reduction payments made to the North Carolina Ecosystem Enhancement Program (NCEEP) or available mitigation banks. It should be noted the City of New Bern only requires payment be made for the required nitrogen reduction amount and payments are made at the current rate. However, the City does require a copy of the sales affidavit prior to construction. Table 1: Summary of N Load lbs. TOTALS $13,990.12 $6,472.31 3.4 BMP Inspections In order to assure the future impact of utilizing BMPs in new developments, the City is performing inspections on each BMP installed after April 13, 2001. Upon completion of City of New Bern Page 3 of 8 Stormwater Management Program 2018 Annual Report construction for each new development, a representative of the Stormwater Management Program performs an initial inspection to insure each BMP has been constructed and is in working order as designed. Around the date of the initial inspection each year, an annual inspection is performed on each BMP listed on the above mentioned BMP Inventory to ascertain if all required maintenance is being performed on the BMP and no damage has been sustained by the BMP to affect its function. If a BMP is found to be in need of maintenance or is failing, the owner will be notified as such and have 45 days to reply on the planned action for repairs. If the owner refuses to comply with the City's request, the City has the right to make the repairs themselves and then charge the costs of the repair as an assessment against the property as dictated in the Stormwater Ordinance (March 13, 2001). A copy of the BMP inventory can be found in Appendix III. During the current cycle NO annual inspections were performed on private BMPs. This was primarily due to being understaffed. Others were difficult access such as underground devices or recently completed. The inspection program is being reevaluated and will be revised. Consideration is being given to self -certifications and City inspections only once every 5 years. The tracking system for BMPs has primarily been redeveloped and is being refined and verified. It is anticipated this new system will minimize or eliminate the number of BMPs missed for inspections. 3.5 Nitrogen Baseline and Net Change As a part of the annual reporting requirements, a nitrogen baseline and net change in nitrogen export must be calculated. This data is based upon predeveloped land uses, post developed land uses, and planned BMP's and pounds of nitrogen purchased. Below is a table summarizing the Nitrogen Baseline and Net Change for the City of New Bern for the current reporting year, It should be noted this data only includes those developments required to obtain a stormwater permit. Those developments below the thresholds for requiring a stormwater permit are not included. A supporting calculation spreadsheet can be found in Appendix IV. City of New Bern Page 4 of 8 Stormwater Management Program 2018 Annual Report 3.6 BMP Retrofit Locations It is the duty of the Stormwater Administrator to identify a minimum of two (2) locations annually within existing developed areas suitable for retrofitting of stormwater BMPs for the reduction of nitrogen exports and benefit the overall water quality of the watershed. During the 2017-2018 reporting cycle no retrofit projects were designed or constructed. 4.0 Stormwater Management Public Education Program 4.1 Local Public Education Program Since the adoption of the Stormwater Ordinance on March 13, 2001, the City of New Bern has had in place an active public education program dealing with the Neuse River Rules and Stormwater Management. As a follow up to the developer orientation seminar held in April of 2001, the City has conducted presentations on the Neuse River Rules and Stormwater Management and the importance of the Nitrogen reduction for several civic organizations including: • New Bern/Craven County Real Estate Agents Association • Swiss Bear Downtown Revitalization Corporation • Craven County Builders Association • Craven County Chamber of Commerce • Craven Early College During these presentations the City continued to emphasize the proper storm drain marking procedures utilizing the appropriate adhesive stickers. Appendix V provides dates and participation for various public education, outreach, involvement and participation events during the current reporting year. The City of New Bern continues to educate the public regarding stormwater management through its government channel broadcasted on the local cable network. 4.2 Clean Water Education Partnership Program In addition to the local public education program, the City of New Bern is a member of the Clean Water Education Partnership (CWEP) Program. The CWEP Program is a cooperative non -point source pollution education and awareness campaign involving 36 different local governments, state agencies, non-profit organizations, and a regional council of governments in North Carolina. Details of the CWEP outreach programs and campaigns as well as the financial report can be found in the CWEP Fiscal Year 2017 Annual Report provided in Appendix VI. City of New Bern Page 6 of 8 Stormwater Management Program 2018 Annual Report 4.3 Plans for the Upcoming Year (18-19) The City of New Bern will continue to expand the public education program currently in place. Plans for the upcoming year call for continued participation in the CWEP Program. Also, presentations will be made to as many civic and public groups as possible to educate the public of the City on the Neuse River Rules and Stormwater Management and the importance of the Nitrogen reduction. The City hopes these efforts will enable the citizens of the City to be more open to improving water quality and the overall environmental state of the Neuse River. 5.0 Hotline for Reporting Illicit Discharges As part of meeting the requirements of Neuse River Stormwater Rules, the City of New Bern established in 2002, a hotline for the public to report illicit discharges into the City's stormwater system. This hotline utilizes an existing number in the City of New Bern Public Works Department (252-639-7501). Callers with complaints are directed to the Stormwater Administrators extension. In the instances a call is made after office hours or during a holiday, a recording is heard directing the callers to leave a message or call an optional number in the case of an emergency. The optional number allows for a caller to speak to a "live" person who will assist in contacting the appropriate parties. During the 2017-2018 reporting year, 216 calls were received on the hotline. These calls dealt mostly with drainage problems associated with storm drains, ditches, and property development. There were a few calls associated with illegal dumping. After each call is received, the reported incident is investigated and appropriate actions taken per the findings of the investigation. 6.0 Land, Easements, and Legal Assurances Acquired for Riparian Buffer Protection Since October 1, 2001, the City of New Bern did not acquire any land, easements, or legal assurances for riparian buffer protection. However, in the upcoming year, the City will correct and update the current riparian buffer map as any land, easements, or legal assurances are acquired or as corrections to the existing map are needed. Currently the City of New Bern requires final plan submissions contain delineated riparian buffers to be shown and a Declaration of Covenants be recorded for all new developments containing a BMP. The Declaration of Covenants puts in -place a legal agreement to assure the maintenance, upkeep, and designed operations of all BMPs, including those sites with riparian buffers. 7.0 Summary and Actions Moving Forward During the current reporting cycle the City of New Bern has continued to struggle with implementation of their Stormwater Management Program. Hindrances to program implementation include staffing and budget challenges. In the upcoming reporting cycle the City City of New Bern Page 7 of 8 Stormwater Management Program 2018 Annual Report of New Bern will become responsible for beginning implementation of the NPDES Ph. II permit issued March 2016. As part of the NPDES Ph. II implementation the Stormwater Administrator will reevaluate program elements and seek new methods of achieving compliance. Additionally, effort will be made to educate the citizens, City staff, City Management and the elected officials on the importance of the environmental regulations the City is subject to and the need for a sustainable program. Council of Governments Triangle J Council of Governments it City of New Bern Appendix VI Stormwater Management Program 2018 Annual Report r [LEAN WATkP M UC OiON PARTNERSHIP Executive Summary The Clean Water Education Partnership (CWEP) is a program of Triangle J Council of Governments (TJCDG). TJCDG serves a diverse seven -county region, promoting collaboration among local governments, stakeholders and partners, tackling challenges that cross jurisdictional lines. CWEP is a cooperative effort (Program) between local governments, state agencies, and nonprofit organizations to protect water quality in the Tar -Pamlico, Meuse, and Cape Fear River Basins. CWEP helps public entities communicate the important fact that clean water is vital for healthy ecosystems and a high quality of life for area residents. The Program is administered by TJCDG and is governed by a Steering Committee that is composed of representatives from each partner jurisdiction or agency. Subcommittees are formed as needed to work on various public outreach and education activities. As of 2017, there are 37government partners in CWEP. Together,these organizations collaborate -to develop, provide, and deliver high -quality stormwater education and outreach materials to communities across the region, cooperatively achieving more than they could individually. The 2017 fiscal year marked a turning point for the Clean Water Education Partnership (CWEP); shifts in personnel, campaign strategies, and a refreshed online identity showcase the innovative and responsive nature of the program. CWEP continued to focus on online video pre -roll advertising, mobile television platforms and social media campaigns; however, new materials such as the development of a stormwater education infographic designed to promote behavior changes in the community; an interactive, blog-like website focused on community engagement; and the formulation of a new five-year strategy have modernized and streamlined the CWEP program. In an effort to be increasingly more modern, the CWEP Partners have approved new and innovative campaigns that maximize their collaborative efforts and funding while reaching more constituents and educating the population on water quality and stormwater pollution. 1.1 CWEPCAMPAIGN ACTIVITIES AND ACHIEVEMENTS 1.1.1 Website A major component of FYZ017 was the overhaul and revitalization of the Partnership online presence via the CWEPwebsite. The site had previously been maintained by DesignHammer, LLC, a private contractor, since Z005. Through this host, any additions, or revisions to the content required coordinating with a Website administrator and incurred additional costs; thus, the site was updated infrequently. Additionally, several defunct domains were hosted through this and other contractors despite being owned by CWEP. In February of 2017, TJCOG began hosting and directing a new Wordpress.com site (https://nc-clearkwater.com} which incorporates all static program information and materials featured by the previous website, but also includes a fun and engaging blog about stormwater events, Partner program highlights, educational opportunities, and other exciting developments as they occur. Bringing the Website administration in-house reduces costs dramatically and allows for continuous improvements to the Program and additional valuetothe communities. All other domains have been recovered fromtheir respective hosts and map directly to the new site. This enhanced online presence is additionally reinforced by connecting and sharing associated social media account activity with and in the blog in real- time. Website traffic has been increasing overtime; peak views coincided with the spring online media campaign as described in Section 1.1.3.1. 1.1.2 Cinema Campaigns CWEP contracted with two cinema networks or "circuits," National CineMedia (NCM) and Screenvision, to maximize coverage of CWEP Partner jurisdictional areas. This arrangement with two vendors began in FY13 and continues to provide the necessary coverage of our member jurisdictions with cinema outreach. The 30-second Johnny Fishpatrick spot from the NC Department of Environmental Quality — Division of Water Resources was run in all theaters. This spot conveys general messages about sources of stormwater pollution and the public's role in preventing it in a family -friendly way. It can beviewed here. Impressions represent how many times the spot was viewed. There were a total of 877,153 impressions delivered with these funds, for an average per -impression cast of 50.025. This campaign brings incredible value to the CWEP program and is able to reach viewers of all demographics across a wide region. 1.1.3 Spectrum Digital Campaigns In 2016, CWEP worked with a private contractor to create a 30-second stand-alone version ofthe Sodfather spot. This video can beviewed here.This media was used for the run of network,video pre -roll, and cable television campaign run by Spectrum (previously Time Warner Cable} from April 3° through June 25ih, 2017. The audience targeted for this campaign was adults aged 351- who own their own homes, are educated and enjoy yard work and gardening. Final campaign statistics are included in Appendix ofthis report. 1.1.3.1 Onlirne Compaign Spectrum ran the 30-second as well as the 15-second Sodfather spots as pre -rolls (a viewer must watch the spot in its entirety in order to continue to their chosen content} and as in -banner videos (a small window loops the spot in the sidebar oftheviewer's chosen content}. See Figure 1for an illustration of this content. Viewers that clicked on the spot in either capacity were directed to the new website described in Section 1.1.1. Over the duration ofthe campaign, re -directed traffic to the CWEP website averaged approximately Z,000visitors per month. This campaign was based on a pilot program launched in 2015, which gathered 347,105 impressions; during 2017, this Triangle J Council of Governments 4 City of New Bern Appendix VI Stormwater Management Program 2018 Annual Report r [LEAN W.4TkP M UC OiON PARTNERSHIP campaign generated 1,594,779 impressions across the region. As the spot was delivered online, these are verified actual video plays ratherthan estimates. 1.1.3.2 TV -Everywhere Campaign Spectrum also ran the Sodfather spot as part of their TV -Everywhere system; this allows users to view cable television in real-time on their personal devices such as smartphones and tablets. Commercial breaks during the cable programming are filled with ad slots; for this campaign, Spectrum used our 30-second Sodfather spot. Overall, this campaign generated 250,202 impressions across the region. This is important to note because campaigns are targeted to reach a particular demographic, which is a smaller base, so the statistics describing campaign efficiency are generally higher and gross impression count is lower for the target audience than forthe population as a whole. For local government and/or regulatory reporting purposes, figures on the population as a whole are more readily understood and compared. The jurisdictional values presented below in Table 5 are estimates that were derived by dividing the sum of all digital campaign impressions (1,934,9301 by the proportion of the target population within each jurisdietion. There were a total of 1,334,930 impressions delivered with these funds, for an average per -impression oast of $0.016. Based on Table 5 above, it can be seen that this resulted in slightly more impressions than there are people living in the region, illustrating the tremendous value this campaign brings to the CWEP program. 1.1.4 Social Media Campaigns In 2017, CWEP utilized social media in new and exciting ways. In January of 2017, previous Facebook and Twitter accounts that were rarely updated were reactivated and linked to the new website as described in Section 1.1.1. Additionally, aTJCOG communications staff member will be devoting a portion of her time to CWEP communications using these platforms moving forward. Table below outl ines the number of impressions from these new social media tools since January 2017. A CZ1 2017 meeting was not held. Additionally, the CWEP Media Subcommittee met on June 20, 2017 to discuss new media campaign initiatives. Summaries and minutes for all FY2017 meetings are included in Appendix B ofthis report. 1.2.2 Future Campaign Efforts The CWEP Partners committed significant time in 2017to looking forward as part of continuously evolving with their jurisdictions and communities. The group began building a five-year strategy Triangle J Council of Governments City of New Bern Appendix VI Stormwater Management Program 2018 Annual Report r [LEAN WATkP M UC OiON PARTNERSHIP that identifies specific campaign themes that will build upon a general stormwater education basis beginning in FY18. The development of a modern, fun, and educational infographic was begun, which will be further evolved into an animated short film, which will be used as a broad-spectrum tool to promote behavior changes in the community. Radio, print, and other campaigns will complement these new items, for a comprehensive 'back to basics` campaign. CWEP will use specific components of this campaign for targeted education in future years. 2.0 PROGRAM FINANCIAL INFORMATION Table 8 below outlines the proposed and actual financial items incurred during FY2017. It can be noted that a moderate fund balance from FY2016 grew substantially in FY17 due to incomplete usage of budgeted funds. A moderate fund balance is desired by the Partners; some money should be set aside each year as cushion or used on special projects that were not originally budgeted for. In recent years, however, and particularly in FY17 less of the budget was used as allocated and a higher fund balance remained. In FY17, an even smaller amount of money than usual was utilized from July 2016 through February 2017 dueto staff and program changes. Several campaigns were completed between February and June 2017 when new staff took over the project, with the exception of the summer radio campaign ($ZSK) which was intentionally tabled by the CWEP partners in favor of spending that money in FY18 on developing better media spots. In all, $55k of the FY16 budget was unused as allocated, which was then added to the $86k fund balance from FYZ016. This results in a very large fund balance moving into FY18, which will be utilized to develop fresh video, audio, print, and social media campaigns to launch the new five-year strategy. During the April 6, 2017 Steering Committee meeting, the CWEP Partners were presented with and approved a modified budget that simplified line items, utilized funds efficiently, and incorporated all of the excess fund balance, such as spending over $100k on new media spots to replace the aging and obsolete ones. This budget is provided in Table 9 below. Utilizing the funds as proposed will benefit the Partners as well as return the ongoing fund balanceto a manageable level. 2.1 CWEP PARTNERS AND COST SHARES CWEP local government partners share the costs of the program. Each of the partners' shares is the sum of a base cost ($Z,000 for FY171 and a proportionate cost. Each partner's proportionate cost is the product of its population and a per -capita rate ($0.041 per person for FY17; the Steering Committee continued the discount of the per -capita rate applied in FY10 due to the ongoing recession). Partner population estimates are the latest official estimates available from the NC State Demographics unit at the time that cost shares are calculated (FY17 used 2014 certified estimates), The CWEP Steering Committee established and approved the CWEP FY17 program cost shares outlined in Table 7 below in January of Z016. Table 8 below outlines the proposed budget as well as the actual incurred costs and roll over budget that will be utilized forfuture campaigns as described in Section 1.2.2. Strategic Discussion for the Future of CWEP Andrea posed the question to the group; "What is thepurpose of CWEP"? Do we want to raise awareness of water quoUtyrssues, change puMc behavior, or ore we simply checking of f o permit requirement? • Jaclyn, Garner — Garner was initially dependent on CWEP to help fulfill their permit requirement, but now that they are more self-sufficient, they still enf oy the collaborative benefit. • Wendy, Chapel Hill — The collaboration is needed to disperse costs (economy of scale}. Also, CWEP has more of a presence as a delegation than each entity would have alone. • Marie, Cary — CWEP has the potential to be a galvanizing force for change. Perhaps developing a 5-year strategi c plan is the way to go; each audience/campaign would have one year slot. • Laura, Durham — Noted that many of CWEP Partners were at one point simply hoping to check off a permit requirement, but now the mentality is different. Partners want to be leaders in water protection. A brief update was given on the current spring internet campaign run by Spectrum from now until the end oflune, and the spring cinema campaign,which is run by two different theater groups during the month oflune. Jen also gave an update on the CWEP storage unit: all items have been sold orgiven away aside from old print materials such as trifolds and postcards, which are outdated and many have water damage. The storage unit contract will be terminated at the end of June and that financial line item will be returned to the CWEP budget. CWEP,ipril 6, 2017 Steering Committee Meeting Summary p. 1 City of New Bern Appendix VI Stormwater Management Program 2018 Annual Report Presentation on Internet and Cable TV Ad Camoaiian by Scectrum Lynn Wallin from Spectrum Internet provided a presentation on the CWEP pre -roll and commercial ad campaign that is currently running (April 1-June 30}, This includes a 30-second Sodfather video that plays as an intro to videos selected by viewers on many top-quality sites. This ad is non-skippable, so theviewer absorbs the video before being able to view the content they had selected. The viewer can also click on the video and route to our new CWEP website (see below). This campaign also includes a 30-second Sodfather commercial that plays in regular cable TV commercial spots both on the set top box and the TV Everywhere app (iPad, Roku, etc.). Lynne described the capabilities of Spectrum to target audiences, based on statistics throughout each campaign, and the ability to customizeads based on specific zip codes and jurisdictions. Spectrum analysts continuously monitor the 'success` of our ad and roll it on different sites or times of day according to demand. They also have an internal company that could potentially create new media materials for us. TJCOG will secure quotes. New Website Demo/Discussion Jen discussed the transfer from the old nccwep.org and nccleanwater.org site, which was hosted by an external company, to the new nc-cleanwater.com WordPress site that TJCDG has created and is hosting. A demo of the website was provided with Partner feedback. Previously, any change or updateto the website involved requesting support from the external company, as well as payment per hour of assistance. This resulted in a static websitewith broken links and a dated feel. The benefits of an internally driven website are many, including the ability to freely 'blog' about stormwater and water quality issues around the area, quickly and easily fix and update content as needed, and customize for each of the Partners. This website will also provide statistics on visitors, coordinates with Google Analytics, allows comments on posts, and provides many avenues for the public and other users to find what they need and get engaged with CWEP. It is also significantly less expensive for a better product. Currently, the Spectrum internet campaign described above provides a'cli ck-through' service to our new website. Any visitors to the old CWEP websites, which are still printed on some campaign materials, will eventually be automatically routed to the new website as well when we are ableto secure domain mapping from the previous hosting contractor. Partners are encouraged to send Jen any interesting stormwater- or water quality -related post material. TJCDG would I iketo feature one entity per month at a minimum ("Stormwater Program of the Month"). 5-Year Strategy Discussion Campaign Qvervrew arrd Discussion The group reviewed the draft 5-year strategy. A revised document is attached. The group agreed to completing the rest of FY17 with the current Sodfatherjlandscaping theme. FY13 will be a general stormwater campaign to implement basic stormwater education while coinciding with new print materials, new website, and new social media efforts. • The group did not think that youth education should be its own annual theme, but that youth education components should be incorporated into each year. Would like to work on tools to reach teachers/educators. • Spanish language elements should also be incorporated into each year. • Group thought that a surrey to steer the di rection of the general stormwater campaign as wel I as future annual themes would be necessary prior to FY13 (or as soon as possible}. We also discussed the potential for a survey as well as a radio campaign with the dated spots: neither were favorable to the group. Jen will look into other survey companies and options for regional work, and we wi II roll radio money over into the next fiscal year as funds to develop new radio spots for campaigns. Review of Draft Infaigranhic The -group reviewed the first draft ofthe stormwater infographicthat will be used across all types of new and longstanding campaigns. Therewas a great discussion regarding focusing the intent of this infographic on changing behaviors, rather than strictly education. For example, sediment is a contributing factor to stormwater pollution, but there is very little that the general public can do to help prevent it. Therefore, it was suggested that sediment be removed and other pollutants that are directly tied to behavior be used instead. The final pollutant list includes: 11 Trash/Litter 21 Pet Waste 31 Yard Waste A} Household Hazardous Waste (Paint/Grease} 51 Pesticides/Fertilizers 61 Vehicle Maintenance(Carwashing/Gas/oil} Through group discussion, changes to the infographic include updating the pollutant list as above, redeveloping the brief overview paragraph to be more user-friendly (this paragraph will mirror the introduction to the video, see below}, and change the format from a spiral popout to a stream accumulating pollutants. Therefore, the draft outline for the video is: 11 Introduction = 0:20 21 Six breakouts = 0:15 each, total 1:30 31 Conclusion=0:10 The introduction will read the paragraph from the infographic and set the stage for the breakouts. Each breakout will show two negative behaviors, with a red symbol& and a buzzer sound, then show the positive behavior with a green check and applause sound. The conclusion will show two scenes: a happy, healthy water scene (beach, stream, etc.), and a polluted beach scene with a'beach closed' sign, dead fish, and accumulated pollutants.
