Please find enclosed a Pre - Construction Notification form and associated documentation for a property currently
owned by Cathy and David Zatloukal. Lot 246 is within an existing subdivision known as The Currituck Club and
the proposed fill that requires this PCN is required for the construction of their residence as shown on the
attached site plans. Please note, the site grade and width of available uplands requires minimal fill along the
entry drive. The fill required around the building has been reduced by the use
of spread footers and other architectural and structural features. However, some fill is required to insure
adequate structural support for the home. A Geotechnical report specified that additional excavation and fill
would be required. This structural and geotechnical requirement was made after the architectural plans were
completed. We have worked with the owner, architect and structural engineer to avoid and minimize the fill
necessary to build this five bedroom residence.
The proposed mitigation plan is a payment to the Great Dismal Swamp Restoration Bank sufficient to offset 0.015
acres of non - riparian Section 404 impacts at a ratio of 2:1 (mitigation to impacts).
