On behalf of Raleigh Parks & Recreation Department, WSP USA Corp. (WSP) is providing information regarding a
modification to the approval of 401 Water Quality Certification dated May 22, 2013. The modification is a temporary
stream crossing at Site S -5 and is necessary to provide temporary construction access for the Contractor. Site S -5
is the location of a permanent bridge crossing that was included as part of the previously approved plan set. The
bridge will span the Honeycutt Creek, will not result in permanent impacts, and will be constructed following
removal of the temporary culvert crossing. The accompanying plan sheet C5.1 shows the location of the temporary
impact. The temporary impact is quantified and inserted on the table shown on page 2 of 15 of your May 22, 2013
approval letter. We have highlighted the cells modified for easy identification.
With regard to the temporary stream crossings, the contract specifications read:
The Contractor shall determine the diameter of pipe(s) that will pass the peak or bankfull flow,
whichever is less, from a 2 -year peak storm, without overtopping. Place the geotextile on natural
ground, on streambanks and in streambed beneath the temporary pipe(s) and stone according to
the detail in the Contract Documents. Install Class B stone around the pipe(s), in the stream
channel and on the crossing road sideslopes.
After the Temporary Stream Crossings are removed, the area shall be returned to the original
condition, and the banks shall be stabilized as required by the Engineer.
