Dear Mr. Bowman:
On November 2, 2021, Division of Water Resources (DWR) staff Caitlin Caudle
conducted a routine scheduled compliance inspection. The facility was found to be non-
compliant with the subject permit. The following deficiency was determined during the
inspection:
1. Per the Animal Waste Cattle General Permit; Permit Condition III.17(e) the
Regional Office shall be notified when storage capacity is greater than or equal to
the freeboard level established by the Waste Management Plan and Permit
Condition III.17(f) when waste level in the storage pond exceeds the designed
structural freeboard (12 inches from the top of dam or as specified in the storage
pond design).
The following items of concern were also noted:
A. A waste sample was not analyzed for the June application events. This is the first
occurrence of a missed waste sample analysis. As a reminder, a waste sample
must be collected within 60 days of an application event.
B. Silage leachate is entering a drainage way downslope of the silage pits. Please
place a berm or hay bale at the beginning of the drainage way, and another hay
downslope of the cattle crossing to slow the movement of silage leachate.
C. If the new contract applicator is used again, please obtain a copy of his equipment
calibration to keep with your records.
