The Hair Sheep Site is located approximately 4.5 miles west of Mount Airy, North Carolina. Specifically, the site is located off Haystack Road (SR 1480) with the project parcels split by I-74. The center of the site is at approximately 36.4782,-80.7039 in the Dobson USGS Quadrangle. The original 12.42-acre site project entails stream restoration and enhancement generating 3,539 cool stream mitigation units (SMU's) along Cooks Creek and its tributaries, in the Upper Yadkin Watershed of the Upper Pee Dee River Basin (03040101). The purpose of this letter is to approve the inclusion of wetland mitigation and therefore release the new approved As -Built wetland credits. The May 27, 2021 mitigation plan modification requested the addition of 1.626 acres of riparian wetland creation and 0.624 acres of riparian wetland enhancement mainly along T1 and T2. The wetland credit sought would total 0.855 wetland mitigation units (WMU's) and follow the typical release schedule as submitted in the plan modification. Pursuant to the Mitigation Banking Instrument (UMBI) entitled, "Agreement to Establish the KCI Yadkin 01 Umbrella Mitigation Bank in the Yadkin River Basin Within the State of North Carolina", approved May 26, 2020 and the modified site -specific Hair Sheep Final Mitigation Plan dated May 27, 2021, thirty percent (30%) of the mitigation site's total wetland enhancement and creation credits shall be available for sale immediately upon completion of all initial physical and biological improvements. By copy of this correspondence, we confirm that you have satisfied the above requirements as approved in the mitigation plan modification, for As-Built/MY0 wetland release for all parcels within the bank; and 0.257 WMU's, constituting 30% of the mitigation site's total wetland enhancement and creation credits are now available for sale. Comments by IRT agency representatives reiterated those made during the IRT field visit on March 22, 2021, regarding concerns with planting of water tupelo (Nyssa aquatica) within the project area since it is not native to Surry County. Ensure it is not included in any future site plantings and the IRT welcomes removal of water tupelo (not to be confused with black gum [Nyssa sylvatica]) stems throughout the monitoring period as they are found.
