In accordance with your application received on April 7, 2006, we are forwarding herewith
Permit No, WQ0030186, dated May 2, 2006, to Charlotte -Mecklenburg Housing Authority for the
construction and operation of the subject wastewater collection system extension. This permit shall be
effective from the date of issuance until rescinded, and shall be subject to the conditions and limitations
as specified therein. This cover letter shall be considered a part of this permit and is therefore
incorporated therein by reference.
Please pay particular attention to Permit Condition 3 which requires that the wastewater
collection facilities be properly operated and maintained in accordance with 15A NCAC 2H .0227 or any
individual system -wide collection system permit issued to the Permittee,
Permitting of this project does not constitute an acceptance of any part of the project that does
not meet 1) 15A NCAC 2H .0200; 2) the Division of Water Quality's (Division) Gravity Sewer Minimum
Design Criteria adopted February 12, 1996, as applicable; 3) and the Division's Minimum Design
Criteria for the Fast -Track Permitting of Pump Stations and Force Mains adopted June 1, 2000, as
applicable, unless specifically mentioned herein. Division approval is based on acceptance of the
certification provided by a North Carolina -licensed Professional Engineer in the application. It shall be
the Permittee's responsibility to ensure that the as -constructed project meets the appropriate design
criteria and rules. Failure to comply may result in penalties in accordance with North Carolina General
Statute §143-215.6A through §143-215.6C, construction of additional or replacement wastewater
collection facilities, and/or referral of the North Carolina -licensed Professional. Engineer to the licensing
board.

Dear Mr. Vogel:
In response to your request, a flow acceptance study of the subject site has been completed and it has
been determined that the discharge from this project does not transmit through areas of SSO concern by
the NCDENR, Division of Water Quality. Please see attached map,
Upon completion and acceptance of all necessary sewer lines, Charlotte -Mecklenburg Utilities (C-MU)
agrees to accept the gravity sewage flow of 25,920 gallons per day (192 apartment units x 135 gpd/unit)
from this project for transmission to the McAlpine Creek Wastewater Treatment Plant; NPDES permit
number NC0024970, for treatment. This acceptance of flow is based on the existing capacity of the
designated publicly owned treatments works; which is contingent upon final acceptance and issuance of a
discharge permit from the appropriate local, State, or Federal Agency, whichever might have control.
Upon completion and acceptance of all necessary water mains, C-MU agrees to furnish water to the
subject project. The water quality to the subject project is regulated by the State Drinking Water Act
Amendments of 1986 and The Water Supply Management Plan, dated January 2000, (WSMP # 06-
00251 & PWS ID # 0160010), on file with the Public Water Supply Section of NCDENR. However, C-MU
cannot guarantee a constant pressure or quality of flow. This agreement is also contingent upon approval
by the Division of Environment, Health, and Natural Resources.
C-MU does not expect any of the above conditions to preclude water or sewer service to the subject site.
However, the applicant should understand that due to the involvement of other agencies and continuing
growth of the water and sewer system, the ability to provide service for future projects cannot be
guaranteed nor reserved. Connection to the C-MU system is accepted on a first come, first served basis.

line passes if the pressure does not drop below 3 psi during that time.

Water and sanitary sewer punch -list
visited the site to verify completion of the punch -list given to the contractor on 9/10/07 after the final walk-
through. All items have been completed to my satisfaction.
As noted previously, LandDesign, Inc will perform an additional inspection of sewer manholes and water valves
after the final lift of asphalt is placed to ensure that no debris has fallen into them.
