DEQ is in receipt of Goldsboro's submittal and the updated Notice of Deficiency tracking is provided below.
Please note that the submitted Stormwater Management Plan (SWMP) does not meet the MS4 requirements. Understate regulations and federal requirements for Qualifying Alternative Programs (QAPs),
the city's Neuse NSW Program only counts towards meeting the MS4 Post -Construction requirements, even though the Neuse NSW Program includes some portions of the other required MS4 minimum
control measures [Ref. 15A NCAC 02H .1017 and 40 CFR 122.34(e)]. As such, the DWR-approved Neuse NSW Program should be simply referenced as the QAP for Post -Construction requirements in the
NPDESMS4SWMP. How the city will meet the remaining five NPDES MS4 minimum control measures must be fully documented utilizing the standard DEQSWMP Template, which can be found on theme
Forms K Resou nregt. In addition to the specific regulatory requirements for a QAP, this is because the MS4 Program must address all stormwater pollutants of concern, not just nutrients.
