Following conversations with Mr. Alan Johnson of the NCDWR Mooresville office, and Mr. Steve Kichefski of
the USACE, CWS is hereby modifying our application for a WQC for the Indian Trail Highway 74 Connector
project. Details of the proposed modifications are given in the attached letter and include a reduction in the
scope and extent of the project, a reduction in proposed impacts, and a change to the name of the project.

Dear Ms. Burdette:
On August 8, 2013, Carolina Wetland Services, Inc. (CWS) submitted an application for Water Quality Certification
No. 3886 for the Indian Trail Highway 74 Connector Project in Indian Trial, NC ( NCDWR Project No. 13- 0857). On
behalf of our client, The Town of Indian Trial, CWS would like to make the following modifications to this application:
1. The scope of the project in being limited to the widening of Matthews - Indian Trail Road to facilitate access to
the new Town of Indian Trail park (Figures 1 and 2, attached). The new road alignment section of the
project, from US Highway 74 to Matthews- Indian Trail Road, will no longer be part of this project. This
change is the result of consultation with Mr. Steve Kichefski of the US Army Corps of Engineers. It has
been determined that these are separate and complete projects.
2. The project name is to be changed to "Matthews- Indian Trail Road Widening Project"
Impacts to jurisdictional stream channels have been reduced per comments from Mr. Alan Johnson. Rip rap
aprons have been removed from the culvert inlets. In addition, the rip rap aprons at the culvert outlets have
been reduced to the maximum extent possible while still maintaining their energy dissipation and erosion
control function. Proposed impacts to jurisdictional waters are shown in Table 1. Permanent Stream
Impacts are now limited to a total of 146 linear feet. A revised impact figure is attached (Figure 3, attached).
Additionally, the applicable impact page of the pre- construction notice has been revised (attached).
4. Since there are now no wetland impacts associated with this project, and permanent impacts to jurisdictional
waters of the U.S. have been limited to less than 150 linear feet, no compensatory mitigation is proposed for
these impacts.
