GRAHAM, NC 27253 PHONE (336) 570-6700 FAX (336) 570-6703 May 19, 2021 Subject: 2021 Structural Stormwater Control Measure (SCM) Annual Inspection Requirements Dear Property Owner, The City of Graham has identified, a permitted structural stormwater control measure (SCM) on your property. This was installed to protect water quality. Proper maintenance is critical to insure that these structures function as intended. Maintenance activities are outlined in ArticleXll, Division 4 of the City of Graham's Development Ordinances. Section 10.512 (b) (page 201) requires annual inspections of all structural stormwater SCM's by a qualified individual, with a record of this inspection to be submitted to the City. In 2021, due to the continued complications of COVID-19 in North Carolina and pressures on our local landowners and businesses we are delaying the inspection report deadline to June 30, 2021. We appreciate everyone that will be able to get inspections completed before May 31 as we had requested last year. Please submit your SCM Inspection Report to Phil Ross at pross@awck.com. To assist property owners in meeting this requirement, the City of Graham is developing Stormwater Operation and Maintenance (O&M) Inspection Reports to be utilized for your inspection. These can be obtained by contacting Phil Ross at pross@awck.com. Furthermore, NC State University has developed a SCM Inspection and Maintenance Certification program to standardize inspections reporting. Individuals with this certificate are considered qualified by the State Stormwater Division to complete and submit the inspection report on your behalf. A listing of these individuals is published online at: https://tinyuri.com/certified-sw-inspectors In addition to the annual inspection report, it is highly recommended that you perform maintenance and inspections throughout the year. These records should be kept and be made available to City staff if requested. Failure to submit an annual inspection report will result in "Non -Compliance" thereby making the property subject to enforcement by the City. Enforcement actions may include, but are not limited to, the assessment of SCM repair costs/ or financial penalties. Thank you for your attention to this matter.
