INTRODUCTION This Operation and Maintenance (O&M) Plan has been developed with the goal of preventing or reducing pollutant runoff from City of Graham owned facilities and operations. It has been developed as required under Section G of the State of North Carolina's Pollutant Discharge Elimination System Stormwater Discharge Permit No. NCS000408, issued to the City effective July 1, 2005 and by the City's Stormwater Management Program. This O&M Plan is an update from the original dated August, 2007(revised on December 2019 and June 2020 delays of assessment was caused by visitation restrictions due to Covid 19 restrictions) and describes the City owned facilities and their operations, identifies potential sources of stormwater pollution at the facilities, recommends appropriate best management practices (BMPs) or pollution control measures to reduce the potential of discharge of pollutants in stormwater runoff, and provides for periodic review of this O&M Plan. 2. GOALS AND OBJECTIVES The primary goal of the stormwater permit program is to improve the quality of surface waters by preventing or reducing stormwater pollution from City owned facilities and operations. Specifically, this Plan will be in place to reduce or eliminate stormwater exposure of oil and grease, pesticides, herbicides, fertilizers, sediment, and other materials used by the City. 3. RESPONSIBLE PARTIES The Operation and Maintenance Plan Coordinator for these facilities is designated as the City Planner, currently Mr. Nathan Page. Responsibilities: • Maintains materials, inventories, and handling and storage practices. Inspection and maintenance of best management practices. Plans and schedules education -training programs. • Annual site inspections and assessments. • Coordinates clean up of spills and releases. FACILITY INSPECTIONS Each facility was inspected and evaluated with respect to their potential for generating polluted stormwater runoff. SITE ASSESSMENTS Of the City -owned sites inspected, those that were determined to have the potential for generating polluted stormwater runoff are discussed below. A description of the operations and the inspection results for each facility are also presented. The site locations are shown on Figure 1. 5.1 Fire Department • 2008 Site Assessments: Equipment washing has continued in the parking lot behind the Fire Department. No oil leaks were noted during this inspection but the floor drain is still connected to the stormwater drainage system. All chemicals and detergents appeared to be put up in their proper place. • 2017 Site Assessment: Equipment washing continues in the parking lot behind the Fire Department. Mops and wash buckets were propped up outside of the bays on the back side of the Fire Station. • 2019 Site Assessment Equipment washing continues in the parking lot behind the Fire Department. Mops and wash buckets were propped up outside of the bays on the back side of the Fire Station. Other chemicals appear to be in their proper place 5.2 Police Department 2008 Site Assessments: Only one gas can was found behind the building under the carport. All other chemicals have been removed. • 2017 Site Assessment: Everything looks good, there is some evidence vehicles get washed under the car port at the back of the station. • 2019 Site Assessment Two gas cans were found on sidewalk behind the building under the carport and buckets, brushes and hoses to wash vehicles were present. Maintain proper storage of these items when not in use. June 2020 Page 3 of 13 Facilities Operation and Maintenance Plan City of Graham 5.3 Water Treatment Plant Initial Site Assessment: The Graham - Mebane Water Treatment Plant is owned jointly by the cities of Graham and Mebane. The plant has recently been enlarged and renovated. Much of the stormwater at this plant is now treated before flowing off -site. Only one area was found to have the potential to pollute the stormwater system. An old diesel fuel tank northwest of the treatment plant between the plant and the lake appears to be leaking diesel fuel. A concrete levee containment system is in place around the fuel tank. However, drainage from the tank's levee system does not appear to undergo treatment of any kind. 2008 Site Assessments: The old diesel fuel tank northwest of the treatment plant has been drained and repaired and shows no signs of leaking. Reevaluation of the drain for the levee containment system for the diesel fuel tank shows that the system drains to the stormwater treatment system. Stormwater Pollution potential is minimal • 2017 Site Assessment: Clean up from recent repairs is ongoing, with an open dumpster onsite, to be removed when cleanup is finished. The potential for stormwater pollution is minimal. 2020 Site Assessment Site is being well maintained as shown in visit pictures of the site (6/26/20). Outside Diesel and other liquid tanks are surrounded by Concrete Levee Containment as noted in the Initial site assessment. They appear to be in good shape. The potential for Stormwater pollution is minimal. June 2020 Page 4 of 13 Facilities Operation and Maintenance Plan City of Graham 5.4 Wastewater Treatment Plant Initial Site Assessment: The Graham Wastewater Treatment Plant is a biological treatment facility, which on average treats 1.8 million gallons per day of both domestic and industrial wastewater. A sludge loading area is located on -site. This area has a grate inlet intended to catch any spilled or washed materials and return them to the sanitary sewer system. There is evidence of washing or spills not flowing to the grate inlet but moving away from the intended area and flowing down an asphalt drive to a curb inlet in the stormwater system. Another potential pollution area was found at a grate inlet near the southeastern corner of the site. It appears that this was a washout area. Oils and sediment were found in and around the grate inlet. • 2008 Site Assessments: It was found that if trucks at the sludge loading area were backed up and loaded further up the hill, any spills drain into the intended grate inlet and none is lost into the stormwater system. No recent evidence was found of any sludge entering the stormwater system. Also the grate inlet near the southeastern corner of the site shows no signs of recent equipment washing. Stormwater pollution potential is minimal. • 2017 Site Assessment: No changes from 2008, 2011 assessment, stormwater pollution is minimal. • 2020 Site Assessment The Wastewater Treatment Plant site is being well maintained. Currently construction is underway for an additional loading area to the lower storage Building for Chemicals. To allow for better handling of Storage tanks. (See Pictures taken on file for this inspection 6/26/20) Bulk Chemical tanks are being stored outside on an Asphalt pad and grassed areas. Safety of this needs to be accessed if a leak should occur. Placement in a Concrete Levee Containment area or other storage containment is recommended if this practice continues. A Diesel Storage tank for the emergency generator is located outside with no secondary containment. Review of safety needs to be accessed of this and secondary containment needs to be considered. Stormwater pollution from site is minimal unless a leak or spill occurs on either of these sites. June 2020 Page 5 of 13 Facilities Operation and Maintenance Plan City of Graham 5.5 Recreational Facilities The City's Parks and Recreation Department owns and operates two parks, two recreational centers, one athletic field, and jointly owns a lake with the city of Mebane. All of the recreation facilities were inspected, and those with the potential for polluting stormwater runoff are discussed below. Bill Cook Park • Initial Site Assessment: Several empty drums are being stored behind the maintenance office. Many of the drums are starting to rust and deteriorate. 2008 Site Assessments: Several drums were still found behind the maintenance office. Also mulch was dumped at the end of a parking lot next to a stream. The mulch is temporary but poses a potential to be washed directly into the stream. • 2017 Site Assessment: An area below the baseball fields needs to be stabilized, sediment is washing through the parking lot and into a stormdrain. The parking lot near the maintenance building has a pile of sand in it which shows some evidence of washing, and has the potential to wash into the ditch and culvert. Maintenance Shop: Barrels are stacked up behind the maintenance building along with miscellaneous equipment. The gated overhand attached to the main building has miscellaneous buckets, sprayers, and gas cans lined up against the outer fence, creating a potential for stormwater pollution. Miscellaneous trash and recyclables are in bags, buckets and spread throughout the site. All other equipment is under locked shelters. 2019 Site Assessment Overall Park looks good. An alternative to treating riprapped drainage way through park with roundup to control vegetation needs to be discussed. Fenced dog park addition seems to be managed and performing well. South Graham Park • Initial Site Assessment: Gas is housed in a small building on the eastern side of the park. The building appears to be an old pump house and has a floor drain in the northwestern corner of the building. The floor drain flows out the back of the building and onto the ground. If gas is spilled inside the building, it can flow outside and be washed into the stormwater system. June 2020 Page 6 of 13 Facilities Operation and Maintenance Plan City of Graham • 2008 Site Assessments: Gas is no longer stored in the old pump house. Also a large amount of crush and run was found in the parking lot near the volleyball pits. This material being stored on the asphalt has the potential to be washed into a nearby stormdrain. • 2017 Site Assessment: There are trashcans that do not have lids, but seem to be cleaned out regularly. The walking path seems to be eroding around the culvert allowing gravel and sediment into the ditch which leads to the stormwater system. • 2019 Site Assessment Overall Park seems to be well maintained, some erosion of gravel surface on walking track, general ongoing maintenance needed. Graham Regional Park Initial Site Assessment Graham Regional Park was completed in 2017. The park includes three playground areas for different ages, exercise equipment for adults and a walking/biking track circling the park. In addition to this there is a picnic shelter and bathrooms. A small area of the park needs to be stabilized to reduce soil erosion. Stormwater pollution potential is minimal at this location. 2019 Site Assessment The Park continues to grow with a new road, parking lot addition and shelter in 2019. Road side ditch vegetation needs to be monitored for growth and reseeding in bare area. Large Stormwater detention pond at the rear of the park needs maintenance of mowing and removal of tree seedlings. Principal spillway riser needs to be monitored for debris that can cause water backups. Graham Paddle Access • 2019 Site Assessment The Graham Paddle Access is located on Cooper Road off Hwy 54 at the Haw River. It consists of a ramp access to the Haw River, Gravel Parking Area, Picnic gazebo and Seasonal bathroom facility for Public usage. The sloping topography of the site would allow any trash or spilled chemicals direct flow into the Haw River. Continue to monitor and maintain trash pickup. June 2020 Page 7 of 13 Facilities Operation and Maintenance Plan City of Graham Graham Marina • 2020 Site Assessment The Graham Marina is located on Graham — Mebane Lake, a water supply lake for Graham and Mebane. The Marina area consists of parking lots, Boat ramps, fishing docks and the office. Currently the site is well maintained. Main issues would be runoff of trash into Water Supply Lake due to recreational visitors. Recommend to constantly monitor trash cans and grounds for trash from visitors of the site. Stormwater runoff from onsite chemicals is low. 5.6 Public Works Facility The Public Works facilities consist of a main office building, a main shop building in the center of the property, 3 open garages, a vehicle washing area, a fueling station, storage bins for materials including sand, salt, and stone, and 2 dumpsters. Inside the fence for the public works station is also storage for landscaping and public appearance workers. There is also a greenhouse, maintenance building, and open garage used for landscaping. See Figure 2 for a Public Works Site Map. The City of Graham's Public Works Facility performs the following activities: • Storage, maintenance, and repair of City owned trucks and equipment. • Storage of miscellaneous materials used in the repair and maintenance of the City's water and sewer systems. • Fueling of City owned vehicles. • Residential garbage collection. • Street sweeping. • Outdoor storage of gravel, construction debris, and dirt. • Leaf collection and storage. • Yard waste collection and storage. All areas of the Public Works facilities were inspected, and those with the potential for polluting stormwater runoff are discussed below. Initial Site Assessment: • Storage bins for materials were open with nothing preventing materials from being washed away during heavy rain events. • Chemical barrels were being stored in the open by the greenhouses. June 2020 Page 8 of 13 Facilities Operation and Maintenance Plan City of Graham • Excess water from greenhouses is picking up sediment and flowing to the stormwater system. • There was evidence of oil leaks from equipment flowing to storm drains. 2008 Site Assessments: • Chemical barrels and containers were being stored in the open around the greenhouses. An open bucket of oil/liquid asphalt was found outside the asphalt storage bin. There was evidence of oil leaks from equipment flowing to storm drains. 2017 Site Assessment: The main shop is very undersized for the materials storage and usage. There is only one drain in the main shop, it is not within the main three bays and it leads to the sanitary sewer. All chemicals, oils, and gasoline need to be properly stored. The interior of the main shop does not pose an immediate threat to stormwater pollution, however, there are miscellaneous items stacked underneath the shelter and around the shop which could cause issues. This includes, miscellaneous equipment, tires, buckets, and metal. Stormdrains are clearly marked and there are signs for no parking, and washing clearly posted. Most equipment is kept under sheds, there are some signs of oil leakage, but the main shed has an asphalt berm to protect the stormdrain that sits directly in front of it. Some garbage trucks and other equipment are kept outside, there are some signs of oil leakage from these trucks. Brine tank has a secondary containment unit that is more than sufficient for the volume on hand. Sand/salt mixture has appropriate erosion control measures in place, salt erosion control measures are appropriate for now, but will need to be replaced in the near future. • 2019 Site Assessment Area of the Public Works facility is well maintained. Drains are marked and as found in the 2017 assessment equipment is kept under sheds. Additional metal storage building was constructed for tires and supplies near the garage building. Empty oil and other containers near rear of Garage need to be stored or discarded as soon as possible. June 2020 Page 9 of 13 Facilities Operation and Maintenance Plan City of Graham At buildings where possible water bars (speed bumps) and filter rolls are placed to keep sediment or runoff from being released from covered areas if a spill occurs. 5.7 Cemeteries Graham Memorial Cemetery Park 2019 Site Assessment Overall the site is well maintained. Work is needed in soil spoil area at the park. Discarded soil from dug grave sites is placed in an open area below dry soil storage building. No erosion control measures are in place and sediment can runoff down the hill. 5.8 Graham Children's Museum 2019 Site Assessment Grounds are well maintained. The parking lot at the site has 3 Contech filterra Stormwater devices. These manage runoff from the parking lot area. Annual Inspections and Maintenance need to be performed on these devices to keep them functioning properly. General trash and leaves need to be removed from water intake area. Also any sediment/ mulch from parking lot and flower beds needs to be removed. Trees planted in the devices need to be pruned as needed and replaced if damaged. 6. FACILITY SPECIFIC BEST MANAGEMENT PRACTICES Stormwater management controls, or best management practices (BMPs), will be implemented over the course of the following year to reduce the potential of pollutants entering the stormwater that is discharged from City owned facilities. The following lists the specific BMPs recommended for the City to employ to minimize, to the maximum extent practical, the possibility of pollutant exposure to stormwater for the areas identified above. 6.1 Fire Department Investigate ways to treat the wastewater produced while washing fire equipment. Possibilities may include (but are not limited to) installing a treatment device downstream of the two grate inlets, installing a new wash area that drains to the sanitary sewer, or washing the equipment elsewhere. • Install catch pans under fire trucks to catch leaking oil and reroute floor drains to the sanitary sewer. June 2020 Page 10 of 13 Facilities Operation and Maintenance Plan City of Graham 6.2 Recreational Facilities • Remove and properly dispose of the empty drums. • Pick up miscellaneous trash. • Move sprayers, chemicals, and gas cans further under the shelter to prevent rainwater from entering containers. • Remove any stockpiled material as soon as possible or store in a manner to prevent washing. • Stabilize hillsides and bare areas to prevent erosion. 6.3 Public Works Facilities • Properly handle and store all oil and chemicals. • Clearly label spill kits and have them readily available for staff to use. • Install catch pans under leaking equipment and properly dispose of leaked fluids. 7. GENERAL BEST MANAGEMENT PRACTICES The following general BMPs should be implemented to minimize the potential for stormwater pollution from everyday operations at City owned facilities. 7.1 Vehicle and equipment storage • Remove and dispose of all unused vehicles and equipment, if possible. If vehicles and equipment are to be stored outside for longer than a month, drain fluids. When practical, cover equipment and divert stormwater around the equipment. 7.2 Waste Disposal • All wastes (including solid waste, waste oil, empty drums) generated by the City will be properly disposed of by the City or via outside contractors. • Wastes will be stored in containers sealed from precipitation or stored under cover or inside buildings. 7.3 Outdoor Material Storage • Remove and dispose of all unnecessary materials, equipment, and debris. • Store materials on pallets or elevated platform to prevent corrosion. • Cover materials with tarps to minimize exposure. • All empty containers stored outside will be tightly sealed and the outside free of contamination. June 2020 Page 11 of 13 Facilities Operation and Maintenance Plan City of Graham 7.4 Good Housekeeping Practices • Work, storage, and vehicle parking areas are to be kept clean and orderly. • Routine maintenance and cleaning of areas that are exposed (or have the potential to be exposed) to stormwater runoff will be performed to minimize stormwater pollution. • Sweep or dry mop when cleaning outdoor areas. Avoid washing or hosing down the area. • Keep spill kits on -hand. • Clean up spills promptly. 8. ANNUAL INSPECTION PROGRAM Inspection forms for all facilities have been developed and inspections will be conducted. The effectiveness of the BMP's implemented during the previous year will also be evaluated annually. Based on the results of the inspections and BMP evaluation, this Operation and Maintenance Plan will be updated and modified to ensure the risk of stormwater pollution from City operations is minimized. 9. EMPLOYEE TRAINING An employee training program has been developed and implemented to educate City employees about the requirements of this O&M Plan. This education program includes background on components of the O&M Plan and hands-on training in spill prevention and response, good housekeeping, proper material handling, disposal and control of waste, washing, and inspection procedures. All employees that apply fertilizers, herbicides and pesticides will continue to be properly trained. All new employees will be trained within one week of their start date. Additionally, all employees will be required to participate in an annual refresher training course. The training program will be reviewed annually by the SWPPT and City Manager to determine its effectiveness and to make any necessary changes to the program. 10. RECORD KEEPING Inspection forms, training records, information on all BMP's implemented, and any waste and/or recycling receipts shall be maintained on site for a minimum of five years.
