On October 19, 2021, a site inspection was conducted for the Quickie Manufacturing facility located at 2880 Kenny Biggs
Road, Lumberton, Robeson County, North Carolina. A copy of the Compliance Inspection Report is enclosed for your review.
Ms. Robin Kuhl, Safety Leader, and Mr. James Randy Hunt, Facility Coordinator, were also present during the inspection`
and their time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered
by NPDES Stormwater General Permit NCG050000 under Certificate of Coverage NCG050421. Permit coverage
authorizes the discharge of stormwater from the facility to receiving waters designated as Gum Branch Canal, class C;Sw'
waters in the Lumber River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG050000 permit. Please
refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to ' a civil penalty
assessment of up to $26,000 per day for each violation. If you or your staff have any questions, comments, or needs

Inspection Summary:
Inspection conducted as a follow-up to the previous inspection conducted on November 5, 2019, which resulted in the
issuance of a Notice of Violation for failure to conduct and record semi-annual Qualitative Monitoring per the conditions of the
NCGO50000 Stormwater General Permit.
Reviewed the facility's Stormwater Pollution Prevention Plan (SPPP), which contains all permit -required components as well
as documentation associated with an annual review/update, annual employee training, annual non-stormwater evaluation,
monthly facility inspections and a listing of any spills or lack thereof.
Since the previous inspection, Qualitative Monitoring has been conducted and recorded for the first and second half of 2020
as well as the first half of 2021. Monitoring records indicate three stormwater discharge outfalls (SDOs). As discussed
during the inspection, the SDO identified as outfall 1 appears to only receive stormwater flow from the employee parking
area, which is not associated with industrial activity. Therefore, outfall 1 may be removed from the facility's monitoring
schedule.
After the records review, observations were made of overall site conditions and the stormwater discharge outfalls. At the time
of inspection, facility appeared to be well operated and maintained.
