On Thursday, September 30, 2021, Alex Lowe of the WSRO conducted an unscheduled compliance
inspection of the septic system at 196 Glen Meadow Drive. Mr. Glenn Younts was present for the
inspection.
Mr. Younts stated that the system is pumped every three years or so, but could not recall the
approximate date of the last service. Mr. Younts stated that his most recent annual fee was paid, but
after the fact Lowe found that his permit was expired and fee was not yet paid for 2021. Lowe will
include a copy of the renewal paperwork and annual fee information with the inspection report letter.
The chlorine tablets were confirmed to be of proper grade, and were observed in the contact tube
during the inspection. Because there was some buildup of moisture in the tube, the tablets had
begun to lose shape and stick to the sides. Lowe suggested that Mr. Younts check the tube halfway
between refills to break up any clumps and ensure continued contact with the effluent water.
Lowe observed the outfall just off Mr. Younts' property, and observed significant pooling of treated
water. Mr. Younts explained that the neighbor had moved earth in the process of building a gravel
driveway from the cul de sac, which had created the issue of the treated water backing up between
precipitation events. Mr. Younts explained that no action could be made on his part, as the land
creating the pool was fully on the neighbor's property.
Mr. Younts was unaware of the permit requirement to test his effluent. Lowe explained briefly the
importance of annual sampling, and offered to include an up to date copy of his permit and a list of
potential laboratories in the compliance report letter (see attached).
Overall, this system appears to be functioning well, but the permittee should begin annual sampling
and retaining all records to reach full compliance with the permit.
