Dear Ms. Beckwith:
The North Carolina Department of Transportation (NCDOT) is proposing to replace the subject
bridge. The e�istiug bridge structure is a] 6' L x 18' W single span tiinber bridge in need of
replacemeut due to deterioration aud insufficient widdi. The proposed replacement structure will
be 2�n 8' W s 6' H x 38' L double ban�el reinforced concrete box culvert (RCBC) on a 105
degrce ske�v. An off-site detour �vill be iised during constructiou. The gradient (0.7% slope) is
relatively flat tlu•ough the culvert. 1�1�e culvert will Ue buried one foot below the stream bed
elevation and conci•ete sills will be installed in one barrel to help maiutain aqiiatic life passage
diiring periods of low flow. Floodplai�i benclies �vill also be consh�ucted at the iiilet and outlet of
the high flow culvert. Tl�erefore, �ve believe any affects to aquatic life passage will be
insignificlnt.
I am enclosing a PCN applicatiou, Rapanos Jorisdictioual Form, SHPO Forms, EEP �uitigation
acceptance letter, plan sheets showing the proposed work, a inarked couuty map, a USGS quad
map and pliotographs.
The North Carolina Natural I-Ieritage Database lists 16 species with Federal status that are known
from Polk Counry from either historic or current records. Two species, dwarf-flowered lie�rtleaf
(He.rnsrylis nmtiflo�•n) and white irisette (Sis�n•inclrianr dichotommn), are listed as tlu�eateued and
endangered respectively. There are no records of listed species iu the database witliin a five mile
radius of the project.
The general landscape in d�e project area is primarily deciduous forest �vith blocks of plauted
piue forest. The iuunediate viciuity of the bridge is maintained shoulders with adjaceut

deciduous foresL There are several driveway entrances in tlie vicinit�� of the project The soil
map imit for the project site is Dogue-Roanoke Complex and the elevation is approximately 840
feet.
Accordiug to tlte U.S. Pish ancl Wildlife Service (USFWS), white irisette is found on
"mid-elevation slopes, cl�aracterized by open, dry to moderate-moisture oak-hickory forests.
Wliite irisette usually grows in shallo�v soils on regulTrly disturbed sites (such as woodland edges
and roadsides) and over rocky, steep terrain." Soils also tend to be basic to neatral. The Dogue-
Ro�uoke soils have greater moishire and aciditp than tliose rypical ofwhite irisette habitat.
Habitat is lackiug for�vhite irisette at tlie project site.
Dwarf-flo���ered heartleaf habitat is characterized by the USFWS as; "acidic soils along bluffs
and adjacent slopes, in boggy areas neat to streams and creek heads, aud along the slopes of
nearby liillsides aud ravines." The dwarf-flowered he�rtleaf appears to prefer sandp soils and is
lypically found on PTCOIet or Madisou gravell}� sandy loam or Musella fine sandy loam. There
iilay be some marginal habitat for tlie dwarf-flowered heartleaf along the streaui terrace.
IIo�vever, tlie soil at the project is Dogue-Roanoke Complex and is not a preferred soil. The
closest dwarf-flowered heartleaf recoi•d is approaimatel}� 8.4 iniles in tlie southeast corner of Polk
County.
Tlie project is limited iu scope to the replacement of a bridge with a culvert and the majority of
the area to be affected is within tlie existing maintained right of way. A very limited amount of
tlie adjacent woodland edge will be disturbed during construction; therefore, the poteutial to
iuipact threatened and endangered species is minimal. No listed species were observed during
the tield scoping process. For these reasons ai�d those listed above, we reconuuend a"no effect"
deterulination for threatened aud endangered species.
This project was reviewed for liistoric and cultnral resources b}� the NCDOT's Human
Euvironment Unit iu 2012. It was determined that ueither historic architecture nor archaeology
required a sw•vey (see attaclied forms).
NCDOT best manageinent practices ��vill be used to minimize and conh�ol erosion and
sedimentation on this project. Tlie coustruction foreman will review all erosiou control measures
daily to ensure erosion and sedimentatioi� are beiug controlled effectively. lf the devices are not
functioning as iutended, tliey will be replaced immediately with better devices.
Impacts to �Vaters of tl�e United States
Wlieat Creek (DWQ Class: C) is sliowu on the USGS topograpliic map as a peremiial stream.
The chaiuiel is well defined and is appro�imately eight feet iu width. The strea�n lias sufficient
ilow to support fish and otlier aquatic lile. Wheat Creek �vithin the project area flo�vs easterly for
appro�imately LS miles into the Greeu River. The Green River meets tlie definition of a
Traditional Navigable Water. Por these reasons, �ve believe tliat Wlieat Creek is a Relatively
Permanent 4Vater �nd is under the jurisdiction of the U.S. Army Corps of Eugineers. Tn order to
construct the project, it will be uecessaiy to iiilpact ��vaters oY the United States iu the Broad River
Bridge No. 70 - Polk Count}� Page 3 September 12, 2013
Basin (HUC 03050105). Specifically, NCDOT is requesting to replace Bridge No.70 �a�itli a

riprap. Track hoes, dump trucks, small cranes, water pumps, diversion pipe, and various hand tools will be used to

The box culvert was designed to meet the hydraulic needs of the site. The culvert will be buried 1-foot inlo the stream
substrate and sills and floodplain benches will be installed at inlet and ouflet of high flow cell to enhance flow lhrough the
low flow cell to help maintain aquatic life passage.

In stream work will be perforined in lhe dry using an impervious dike and pipe to divert lhe water around the work area.

existing bridge (NW-SE) and 100 feet to either side of the SR 1329 (Ponder Road) centerline (SW-NE) to
encompass proposed construction activities. County GIS/tax materials and other visuals support the
absence of significant architecturel resources. No National Register-listed or other critical properties are
located within the APE, including the Federal permit area; no National Register-listed properties are
located along the proposed detourroute.
