The plans have a temporary construction ditch between Bellamy Place and Cleatwood Drive, and the finished condition will have a pipe underneath Bellamy Place Road draining to the pond at the back. Once it is constructed, the water originating from Bellamy Place will drain to its pond. It looks like there is a pipe from the Cleatwood side on the east at invert 15.0 draining west at invert 14.5. It looks like there was historical drainage through what will become Bellamy Place Townhomes, and rather than having to collect and treat water that was entering Bellamy Place from offsite, the engineer instead routed the offsite drainage through Bellamy Place as it had historically flowed. It looks like there is an E&SC concern, but it appears that the State Stormwater side of things is in good shape. Our inspector, Creighton Brown, spoke with the grading contractor while he was out there to discuss a silt fence issue. Hopefully that will remedy the sediment problem. Attached are some pictures illustrating this concern. From the plan set I have (also attached), it looks like the swale behind Cleatwood Drive should be draining from the east side of Bellamy Place Townhomes to the west side. Is this the case? If so, from these pictures, I believe that the stormwater infrastructure is not operating properly as there is sediment in the water coming from the FES on the east side of the Townhome property and entering the swale that is between the Townhomes and Cleatwood Drive.
