Dear Mr. Wilson:
On August 30, 2013, the Division of Water Resources (the Division) received you application
dated August 28, 2013 for the subject project. Staff have conducted a preliminary review of this
application and the following comments and clarifications are needed to process the application:
1) Please provide clarification on the project regarding post construction stormwater. Please
provide the general layout/plan for the storm water bmp as it appears to be constructed within
the confines of the existing stream.
2) Please overlay the project/site diagram as it relates to the stream and wetland at the site.
3) Based on the topo map and site plan, it does not appear that any effort has been made to
avoid and /or minimize impacts to the headwater stream that is proposed to be filled.
4) The diagram provided shows a road entering from the south through an area denoted as new
development. This may incur additional stream and /or wetland impacts that would be
cumulative to the current project. Are there additional stream/wetland impacts associated with
this entrance road?
5) Please provide culvert details (plan, profile, and longitudinal views) at an appropriate size and
scale.
6) The diagram indicates the project is located south and /or west of Poplar Tent Rd. The topo
map included in the package indicates it crosses to the east side of Poplar Tent Rd. Please
clarify.

7) Be advised an approved copy of the storm water management plan is required prior to
impacts.
Pending receipt of the information requested above, this project will be placed on hold
pursuant to 15A NCAC 2H .0507(h). In addition, this office is requesting that the Army Corps of
Engineers place a hold on processing the application. If you have any questions, please contact Mr.
