Hi Raymond,
I have reviewed the Pancho Riparian Buffer & Nutrient Offset Bank Parcel Development Package (BPDP) submitted by
you and received by DWR on September 10, 2013. My comments to the BPDP are submitted in the attached document.
Being that this site was approved for a Stream & Wetland Mitigation Bank by the IRT prior to your BPDP submittal, and
the site has already been planted, DWR had to comment within the confines of these situations. Therefore, the
comments may look overwhelming at a glance, but once you read through them, I think you’ll find that there aren’t that
many.

Please don’t hesitate to call me if you have questions. Once the comments have been addressed, please submit the final
BPDP to me via hard copy and CD.
