A North Carolina Division of Coastal Management (DCM) Fisheries Resource Specialist has reviewed the
subject permit application to identify proposed actions that impact fisheries and fish habitats. The Pre -
Construction Notification from Raintree Development Corporation proposes to fill streams and wetlands in an
unnamed tributary of Turkey Creek near Sneads Ferry, NC. This location is designated Primary Nursery Area
(PNA) by the Marine Fisheries Commission.
Primary Nursery Areas are essential for post - larval and juvenile species of finfish, crabs and shrimp because
they afford food and protection during a vulnerable period of their life cycle. Excessive sedimentation in a
PNA is considered a significant impact because it prohibits fish access to the bottom, buries benthic organisms
on which juvenile fish feed, and can impact the health of important fish habitats.
Should any sediment fall in streams or wetlands outside of the construction limits, the permittee should
contact US Army Corps of Engineers and Division of Water Resources to determine the appropriate
remediation. Any upland areas that are destabilized due to these activities should be stabilized immediately
to prevent further fill or covering of important PNA bottom.
