Dear Mr. Clark:
S&ME has submitted a Phase I Environmental Site Assessment dated July 1, 2008, and a
Geotechnical Engineering Report dated July 9, 2008. These services were performed in
general accordance with our Master Services Agreement for Geotechnical and
Engineering Services dated August 27, 2007 and our proposal acceptance for (Proposal
No. 1351-20312-08) dated May 30, 2008.
As requested by Mr. Bob Spalding of the Isaacs Group, S&ME is providing additional
subsurface information for the above referenced site. We understand Mr. Spalding needs
groundwater levels at the site to address questions the North Carolina Department of
Environment and Water Quality has raised regarding design of a Rain Garden.
As indicated in Section 5.2.5 of the Environmental Report, groundwater levels ranging
between 30.15 to 37.75 feet were measured in five of the six on -site monitoring wells.
The remaining well, which only extended to 24 feet, was measured dry. The
geotechnical borings were also measured dry, however Section 3.3 of the Geotechnical

Report reported water levels as shallow as 30 feet based on the water levels in the well.
These measurements represent groundwater levels at the time of our exploration. Some
seasonal variability in the groundwater level is typical, however should be limited to less
than 5 or 10 feet. It should be noted that based on the subsurface conditions, "perched"
water conditions could be present at the site following large rain events.
