8. PROJECT SUMMARY: The southern site (Radio Island) for this project was previously
permitted through CAMA major permit 122 -96 and expired December 31, 1999. Due to
the expiration of the previous permit, the applicant is requesting a new major permit for
the reconfiguration of the previously permitted southern barge fleeting area along Radio
Island in addition to the construction of a new fleeting area at the proposed northern site
east of Marsh Island within the Newport River. The applicant is proposing to relocate an
existing day marker ( #24) to US Coast Guard standards, remove the existing mooring
buoys along with all attached chains, concrete sinkers and anchors and reduce the number
of barges allowed to moor within the southern fleeting area from a total of 45 to a
maximum count of 9. The applicant proposes to construct a new barge fleeting area at the
northern site east of Marsh Island and west of the USACOE channel setback. The
applicant proposes the installation of a total of twelve 54" steel pipe monopiles. Six of the
pilings would be at the northern Marsh Island site and six would be located at the southern
site west of Radio Island and bordered by the AIWW. The new proposed northern fleeting
area would be capable of allowing six smaller (35' x 200') barges or four larger (53' x
260') to be moored. The southern site would be capable of mooring six of the larger (52' x
260') barges and nine of the smaller (35' x 200') barges.
9. Narrative Description
The NC State Ports Authority project would be located at two sites: one is locatedis
located along Radio Island within the Morehead City ChannelBogue Sound area of the
NC State Ports Authority property. The other side is adjacent to (east) of the spoil island
(Marsh Island), which is owned by the NCSPA, and is located within the Newport River.
The NCSPA project at both sites is located within Public Trust Area below normal high
water and would usurp a total of 88,660 square feet of Public Trust Area within the
southern site and 57,200 square feet within the northern site. Presently there is an existing
barge fleeting area along the southern site (Radio Island) that allows a maximum of 45
barges to be moored. There are not any existing manmade structures along the northern
Marsh Island site other than an existing red channel navigation buoy south of the proposed

project area and an earthen berm dredge spoil deposit dike with a spoil discharge pipe on
Marsh Island. There are fringes of coastal marsh located along the northeast side of Marsh
Island and north of the aviation fuel site for the NCSPA Radio Island southern barge
fleeting area. The distance of the proposed development from coastal wetland areas is
approximately 360' to the shore for the northern site and approximately 182' to 238',
depending on location, for the southern site. No wetland impacts are proposed. No high
ground development is proposed for this project.
The Morehead City Land Use Plan classifies this property as Port Mixed Use, with all
AEC's classified Conservation. This section of the Newport River and Morehead City
Channel/Bogue Sound is not designated as Primary Nursery Area and is closed to the
taking of shellfish. Both water bodies carry a water classification of SC. Riparian corridors
were determined through the original permit # 112 -96 for the southern site and shall
pertain to the newest proposal and all steel monopoles would meet all required setbacks.
Marsh Island is owned by the NCSPA and does not have any immediately adjacent
riparian properties; therefore riparian corridors are not an issue. Substrate in the Newport
River and the Morehead City Channel/Bogue Sound area is mostly sand and silt. No
SAV's or shellfish beds were observed within the proposal project area. The closest open
shellfish harvesting area is approximately 3,781 feet to the east of the Northern site and
approximately 3158' north of the southern site and is located within a cove area along the
north side of the Morehead/Beaufort causeway.
10. Proiect Description:
The existing major permit # 112 -96 was issued on September 4, 1996, and expired
December 31, 1999. It authorized the construction of a mooring field along the Radio
Island southern site for up to a maximum of 45 barges.
The current proposal is for two barge fleeting areas. The proposal describes the
reconfiguration of the southern barge fleeting area adjacent to Radio Island, the removal of
the existing four mooring buoys with attached anchors, chains and concrete sinkers and the
relocation of the existing day marker #24 per USCG guidelines. The number of barges
capable of being moored within this area will be reduced from 45 to a total of 9. Six 54
inch steel concrete filled monopiles are proposed within this area. The proposal describes
the construction of a new barge fleeting area at the northern site adjacent to Marsh Island
with the placement of six 54 inch concrete filled steel monopiles.
The northern fleeting area east of Marsh Island would be configured for a maximum of
four of the larger (53' x 260') barges or six of the smaller (35' x 200') barges. The moored
barges would be equipped with navigation lights for safety when moored in this area. The
moorings would be 54 inch steel monopiles and filled with cast in place concrete. The
piles would be a height of 20.5' above mean high water and would be equipped with self -
contained solar powered navigation lights and mooring bollards. The proposed metal
pilings within the northern site would be a distance of 100' to 110' landward (west) of the
USACOE channel setback depending on location and approximately 360' waterward (east)
of normal high water (shore) from Marsh Island. The barges would be aligned in a north to
south configuration, moored side -to or shore parallel to the east side of Marsh Island and
along the east side of the mooring pilings. The barge fleeting area location would be

landward of existing navigation routes. When the smaller barges (35' x 200') are in place a
total of six can be moored and would remain outside of the USACOE channel setback. If
the larger barges (53' x 260') are within this fleeting area then a maximum of four could
be moored. When the larger barges are moored at the northern most portion of the
northern fleeting area (Marsh Island), the barges could encroach 10' into the channel
setback. The water depths within the northern site are an average of -11.5 nlw. The width
of the Newport River in this area is approximately 3,100'.
The existing southern fleeting area along Radio Island would be reconfigured to moor a
maximum of six larger (53' x 260') barges and nine of the smaller (35' x 200') barges
which would be equipped with navigation lights for safety when moored in this area. In
order to accommodate this reconfiguration the existing mooring buoys with attached
chains, concrete sinkers and anchors would be removed. Day marker #24 would be
relocated to an USCG approved location as per USGC specifications. Once the applicant
receives the USCG relocation coordinates, a copy will be sent to DCM. The final six
pilings within this location would be equipped with self contained solar navigation lights
and mooring bollards. The 54 inch steel pipe monopiles filled with cast in place concrete
would be located a distance of approximately 140' to 330' landward of the USACOE
channel setback depending on location and 240' to 440' (west) waterward of nhw
(shoreline). The piles would be a height of 20.5' above mean high water and aligned in a
north to south configuration. The barges would be moored side -to or shore parallel to the
west side of the Radio Island site and along the east side of the mooring pilings. The barge
fleeting area location would be bordered on the west by the existing federal navigation
routes. When the barges are moored, the waterward barges would be lashed to the other
barges tied to the monopiles. The water depths within the southern site are an average of -
17.9' nlw. The width of the Bogue Sound/Morehead City Channel is approximately
1,500'.
11. Anticipated Impacts:
The proposed northern and southern barge fleeting areas would incorporate a total of
146,120 ft2 of open water /public trust area. The setting of pilings would cause temporary
turbidity. There should be no hindrance to navigation due to the location of the pilings,
However, there is a possible 10' encroachment into the USACOE AIWW setback with the
larger barges (260' x 53') at the northern Marsh Island site. When the larger barges are
lashed to the barges moored to the piles, the northernmost barges would
encroach 10' over the channel setback within this area. The pilings along the northern site
would be located a distance of approximately 100' to 110' landward of the USACOE
channel setback, with the remaining six steel pipe monopiles along the southern site located
a distance of approximately 140' to 330' landward of the USACOE channel setback. This
project has the potential to help improve public use of the public trust area along the
southern site by allowing the reduction of the previously permitted usurpation of public
trust area from 5.4 acres (235,224 ft2) to 3 acres (146,120 ft2).

Dear Ms. Styron,
The North Carolina State Ports Authority (NCSPA) is requesting a new major
permit for the modification of a current barge fleeting area (southern) near Radio Island
and construction of a new barge fleeting area east of Marsh Island (northern). The areas
are needed to harbor a maximum of 15 barges between and during the off - loading events
at the Port of Morehead City. The current permitted southern site, is west of Radio
Island, approximately 238' from the shoreline of the former Aviation Fuel Terminals.
The northern site is located east of Marsh Island, approximately 364' from the shoreline.
Each mooring field will consist of six 54" metal piling being installed by a barge
mounted crane administering blows to set the pilings. There will be no jetting or
dredging associated with the installation of the pilings. The total disturbed area for the
installation of the pilings will be 190.8 square ft. below MHW. The end pilings in each
area will have navigational aids (lights) attached to the top of each piling. The barges
will be secured to the pilings in a manner that will eliminate arc swing and the barges will
have navigational aids (lights) attached to them.

( #24) will be relocated per USGC direction. The relocation of the day marker will not be performed until instructeions from

a. Give complete description:
Twelve (12) black steel piles will be driven into the river bottom by way of blows for the purpose of establishing 2 barge mooring
areas. One west of Radio Island (southern) with six (6) piles and one east of Marsh island (northern) using 6 piles. There will
be no dredging or jetting associated with this project. The southern mooring area was permitted in 1996 but with the use of
buoys for mooring and was permitted for the mooring of 45 barges. This new project will remove the exisitng bouys and
replace them with piles. The southern area will have the capability to moor 9 barges. The northern area will be an additional
mooring area, with the capability to moor 6 barges. Navigation aid lights will be fixed upon the piles on each end of mooring
areas. Marker lights will also be attached to the moored barges.

1. GENERAL NOTES ARE NOT INTENDED TO REPLACE THE CONTRACT DOCUMENTS. SEE CONTRACT DOCUMENTS
FOR REQUIREMENTS IN ADDITION TO THESE GENERAL NOTES. THE CONTRACT DOCUMENTS SHALL CONSIST OF
THE COMPLETE PROJECT MANUAL (SPECIFICATIONS) AND WORKING DRAWINGS INCLUDING BUT NOT LIMITED TO:
ADVERTISEMENT FOR BIDS; NOTICE TO BIDDERS; INSTRUCTIONS TO BIDDERS AND GENERAL CONDITIONS OF THE
CONTRACT, SUPPLEMENTARY GENERAL CONDITIONS; DIVISION 1 REQUIREMENTS; TECHNICAL SPECIFICATIONS;
AND ANY RELEVANT ADDENDA ITEMS. ALL WORK SHALL CONFORM TO THE REQUIREMENTS OF THESE DRAWINGS
AND SPECIFICATIONS.
2. THE WORKING DRAWINGS ARE NOT NECESSARILY COMPLETE IN EVERY DETAIL THE CONTRACTOR SHALL
PROVIDE ALL EQUIPMENT, MATERIAL, SERVICES, LABOR, ETC, FOR A COMPLETE INSTALLATION; INCLUDING WORK
REASONABLY INFERRED FROM THE CONTRACT DOCUMENTS AS BEING NECESSARY TO PRODUCE THE INTENDED

3. THE CONTRACTOR SHALL VERIFY ALL DIMENSIONS AND EXISTING CONDITIONS BEFORE STARTING WORK. DO
NOT SCALE PROJECT DRAWINGS, REPORT ANY DISCREPANCIES IN THE DRAWINGS AND /OR SPECIFICATIONS TO
THE OWNER'S REPRESENTATIVE FOR CLARIFICATIONS OR ADJUSTMENTS PRIOR TO COMMENCING WORK. THE
CONTRACTOR SHALL NOT BEGIN DEMOUTION /CONSTRUCTION IN ANY SUCH AFFECTED AREA UNTIL THE
DISCREPANCY HAS BEEN RESOLVED.
4. SHOULD THERE BE A CONFUCT BETWEEN THESE GENERAL NOTES, WORKING DRAWINGS, AND /OR
SPECIFICATIONS, THE MOST RESTRICTIVE INTERPRETATION SHALL PREVAIL. THE CONTRACTOR SHALL BE
RESPONSIBLE FOR OBTAINING FROM THE OWNER'S REPRESENTATIVE ANY CLARIFICATION OR INTERPRETATION
OF THE GENERAL NOTES, WORKING DRAWINGS, AND /OR SPECIFICATIONS IN WRITING AND IN ADVANCE OF THE
BEGINNING OF DEMOLITION /CONSTRUCTION.
5. ALL FEDERAL, STATE, AND LOCAL SAFETY REGULATIONS ARE TO BE STRICTLY FOLLOWED. METHODS OF
DEMOLITION /CONSTRUCTION AND INSTALLATION OF MATERIAL IS THE CONTRACTORS RESPONSIBIUTY.
6. THE CONTRACTOR SHALL ABIDE BY ALL APPLICABLE FEDERAL, STATE, AND LOCAL ENVIRONMENTAL
PROTECTION STANDARDS, LAWS, AND REGULATIONS.
7. THE CONTRACTOR SHALL GUARANTEE ALL MATERIALS AND WORK PROVIDED UNDER THIS CONTRACT FOR A
PERIOD OF ONE (1) YEAR FROM THE DATE OF WRITTEN ACCEPTANCE BY THE OWNER IN ACCORDANCE WITH THE
CONTRACT DOCUMENTS.
8. THE CONTRACTOR SHALL KEEP ACCURATE RECORDS OF ANY CHANGES MADE TO THE DRAWINGS ON A
SEPARATE WHITE SET OF PLANS PROVIDED BY THE DESIGNER. THESE ANNOTATED DRAWINGS SHALL BE
RETURNED TO THE DESIGNER PRIOR TO APPROVAL OF THE FINAL PAYMENT APPLICATION.
9. THE NCSPA MOREHEAD CITY TERMINAL IS AN OPERATIONAL PORT FACILITY. THE CONTRACTOR SHALL
COORDINATE ALL WORK WITH THE OWNER'S REPRESENTATIVE IN REGARDS TO PORT OPERATIONS AND ACCESS
TO THE PROJECT SITE.
10. UNLESS OTHERWISE NOTED. THE CONTRACTOR SHALL, ON A DAILY BASIS, REMOVE FROM THE SITE ANY
DEBRIS RESULTING FROM DEMOUTION /CONSTRUCTION. DISPOSAL OF MATERIALS IS THE RESPONSIBILITY OF THE
CONTRACTOR. ALL MATERIALS TO BE REMOVED SHALL BECOME THE PROPERTY OF THE CONTRACTOR, UNLESS
OTHERWISE NOTED, AND SHALL BE DISPOSED OF AS SPECIFIED. ALL DEBRIS SHALL BE PROPERLY DISPOSED OF
IN A PERMITTED LANDFILL.
11. EXISTING CONSTRUCTION, INCLUDING UTIUTIES AND OTHER MISCELLANEOUS ITEMS WHICH ARE TO REMAIN
SHALL REMAIN UNDISTURBED AND BE PROTECTED. UNLESS OTHERWISE NOTED.
12. THE CONTRACTOR IS RESPONSIBLE FOR REPAIRING. AT HIS OWN EXPENSE, ANY AND ALL DAMAGES THAT
MAY OCCUR OUTSIDE THE LIMITS OF THIS PROJECT AS A RESULT OF DEMOLITION /CONSTRUCTION.
13. ALL AREAS DISTURBED DURING DEMOUTION /CONSTRUCTION SHALL BE REPAIRED BY THE CONTRACTOR TO
THEIR ORIGINAL CONDITION, AT NO EXPENSE TO THE OWNER, UNLESS OTHERWISE NOTED.
14. THE CONTRACTOR SHALL PROTECT ADJACENT STRUCTURES, VTIUTIES, PEDESTRIANS, AND VEHICULAR
TRAFFIC FROM POTENTIAL DAMAGE DUE TO CONTRACTOR'S OPERATIONS.
15. ALL CONSTRUCTION, EXCEPT THAT WHICH CAN BE PERFORMED FROM SHORE OR EXISTING STRUCTURES
SHALL BE CONDUCTED FROM BARGES, WORK BOATS, OR OTHER TEMPORARY PLATFORMS PROVIDED BY THE
CONTRACTOR, AS APPLICABLE.
16. ALL BUILDINGS, SURFACE, AND SUBSURFACE IMPROVEMENTS ON AND ADJACENT TO THE PROJECT SITE ARE
NOT NECESSARILY SHOWN HEREON.
