WYNDMOOR PROJECT NARRATIVE
The project consists of a single family subdivision with 12 lots approximately
30,000 sf in size. Storm water runoff from the project flows toward the rear of the
property where it enters an unnamed channel which flows into Cowhorn Branch
and eventually to Six Mile Creek.
We propose to treat the storm water with a sand filter. This sand filter was
designed using City of Charlotte standards. It was designed to treat both the 1
inch-6 hr storm and the 1 year- 24 hr storm as well as function as a detention
basin in larger storm events. A 100 foot undisturbed buffer is located along the
unnamed channel at the rear of the property and the sand filter is located outside
this buffer.

Construction Materials Engineering & Consulting, PC (CMEC) has conducted the ground water
monitoring of two (2) hand auger locations within the proposed sand filter area on June 13, 2014. The
location of the test pits are shown below. The sand filter shown was moved based on results of the
ground water testing provided on June 17, 2014.

Hand Auger #1 was located near a drainage feature. The Hand Auger is on the bank of the drainage
feature. The existing ground elevation is 639.7. The bottom of the test pit is approximated at 8 feet.
CMEC returned 3 days after the initial hand augers. At this time, water was measured 43 inches below
existing ground. The approximate elevation of the water was 636.12.
Hand Auger #2 was located between trees labeled 342 and 370. The existing ground elevation is
638.3. The bottom of the test pit is approximated at 7 feet. CMEC returned 3 days after the initial hand
augers. At this time, water was measured 75 inches below existing ground. The approximate elevation
of the water was 632.05.
The elevations provided are based on relative grades by Phoenix Land Surveying. CMEC believes the
water elevation in the boring holes represent the water table for this area. There is an existing drainage
feature which could impact future groundwater elevations. Therefore, the sand filter was adjusted away
and slightly up gradient as shown in the above image.

Dear Mr. Schmitt,
The Stormwater Permitting Program received a response to the Additional
Information Request dated May 15, 2014 on July 1, 2014. After a review of the
information submitted, I ask that you provide additional information on the
following comments.
1. The soils report indicated the highest groundwater elevation near the
location of the proposed sand filter is 636.12. Our minimum allowable
separation from the bottom of the structure to the groundwater elevation is
2 feet. BMP Manual Chapter 11 "Major Design Elements" item 13 provides
minimum requirements for the sand media depth. Please adjust the design
to meet these requirements.
2. Detail drawings for the sand filter outlet structure and the plan view show
different lengths for the outlet conduit. Please revise to be consistent.
3. Underdrain lines are discussed in the BMP Manual section 5.7 . Please review
these design guidelines as they apply to this project. A redundant
underdrain line is needed. Additionally, it may be beneficial to consider the
recommendations in this section of the BMP manual to minimize the media
depth and stone encasement as they relate to comment 1 above.
4. A 100' minimum separation requirement from water supply wells should be
noted on the plan if the proposed home sites are to be supplied by individual
wells.
5. Please provide revised calculations as needed to support any revisions to
your design.
6. If any of the above requirements cause any change in the information
provided in the application, please provide a revised application that reflects
these changes.

Dear Mr. Schmitt,
The Stormwater Permitting Program received a Stormwater Management
Permit Application package for the subject project on April 29, 2014. After a
review of the information submitted, I ask that you provide additional
information on the following comments.
1. Please provide a detailed soils report by a licensed soil scientist with
information on the existing soils and groundwater elevation near the location
of the proposed sand filter.
2. The buffer shown on the proposed plan does not meet the requirements of
the Six Mile Creek rules and should be increased to 200' in accordance with
15A NCAC 02B .0605 .
3. Two of the detail drawing for the sand filter show or note some type of soil
layer and sod or plantings. Typical open sand filter designs require a gravel
surface layer. This is not to say the proposed design is not acceptable;
however, if this design is implemented, you will be required to provide
specifications for the surface soil. Additionally, it should be noted in the
maintenance plan that this layer may be required to be removed when
repairing the sand filter if clogging or slow infiltration becomes a problem.
4. One of the detail drawings for the sand filter shows two underdrain lines,
when the other drawing shows one underdrain line. Please revise the
drawings to be consistent.
5. Please dimension the location of the rip rap berm that creates the forebay.
6. Provide an access easement for the sand filter suitable for maintenance
activities and recordation. The easement should allow for access to all areas
of the sand filter for maintenance, and be accessible from a public right of
way.

7. Side slopes for the sand filter cannot exceed 3:1. Please label the detail
drawings to ensure no misinterpretation between the sand filter details, and
the details for the sediment basin.

provided in the application, please provide a revised application that reflects
these changes.

15A NCAC 02B .0605 SITE SPECIFIC WATER QUALITY MANAGEMENT PLAN FOR THE GOOSE CREEK
WATERSHED (VADKIN PEE-DEE RIVER BASIN): RIPARIAN BUFFER WIDTHS
In this watershed, undisturbed riparian buffers are required within 200 feet of waterbodies within the 100-Year Floodplain and within
100 feet of waterbodies that are not within the 100-Year Floodplain. The 100-Year Floodplain is the one percent Annual Chance
Floodplain as delineated by the North Carolina Floodplain Mapping Program in the Division of Emergency Management. Within the
buffer areas that are regulated by this Rule, redevelopment is allowed for residential structures and redevelopment of non-residential
structures is allowed provided that less than an additional halfacre is disturbed during the redevelopment activity for non-residential
structures. Redevelopment is defined in 15A NCAC 02H .1002(14). Exceptions to undisturbed forested riparian buffer requirements
are set forth in Rule .0607 of this Section. Activities shall require stormwater control as required by Rule .0602 of this Section.
