The approved Residential Flow Reduction is based on a 3 bedroom flow but is claiming an existing 4 bedroom unit. The reduction was issued for a non- dicharge facility. The RRO has concerns regarding a flow reduction for a NPDES Permit. Facility should remain 3 RO Recommendation: Supervisor approval: This is a pre-existing, 3 bedroom, county septic system that is failing. Please note that approval of this flow reduction does not constitute a modification to any previously issued permits nor issuance of a new permit. Regardless of the adjusted design daily wastewater flow rate, at no time shall the wastewater flows exceed the effluent limits defined in thdtrisn-dischargepermif forte treatment facility or exceed the capacity of the sewers downstream of any new sewer extensions or service connection(s). The granting of this flow reduction does not prohibit the Division from reopening, revoking, reissuing and /or modifying the flow reduction as allowed by the laws, rules, and regulation contained in 15A NCAC 02T, NCGS 143-215.1, or as needed to address changed in State and/or Federal regulations with respect to wastewater collection systems, protection of surface waters and/or wastewater treatment.
