Please note that the proposed project does not require written authorization from DWQ, and copies of this PCN are being submitted as courtesy copies. The project is ±42.3 acres in size and is located southeast of the intersection of North Main Street and Anchor Creek Way in Holly Springs, Wake County (Latitude: 35.667325 °N; Longitude: 78.838192 0W). The project is located in the Cape Fear River basin (03030004) and onsite waters drain to Little Branch (Stream Index: 18- 7- 6 -1 -1). The Water Quality Classification for Little Branch is: C. Proposed Proiect The proposed project consists of the construction a multi -use public athletic park containing baseball fields, soccer fields, tennis courts and greenway trail, as well as the construction of roads, parking and associated utilities (i.e. water, sewer and electrical). The project will also require improvements to N. Main Street to provide an exclusive right turn /storage lane for entrance to the park from N. Main Street, as well as a connection to the NC Hwy 55 By -pass. Project History The proposed project site was previously owned by Wake County and was part of the South Wake Municipal Solid Waste Landfill project area. The North Main Athletic Complex project site was originally intended to be a source for fill material for the landfill cap once the 1410 Commonwealth Drive I Suite 1011 Wilmington, NC 284031 tel: 910.256.92771 fax: 910.256.2584 www.withersravenel.com I License No. C -0832 t. landfill had reached capacity and was closed. In April of 2007, the Army Corps of Engineers issued an Individual Permit for the South Wake Municipal Solid Waste Landfill, which is valid until December 31, 2032. A Jurisdictional Determination was also issued in conjunction with the IP. Through coordination with the US Army Corps of Engineers, it was determined that the jurisdictional determination issued in conjunction with the Individual Permit for the South Wake Municipal Solid Waste Landfill was considered valid as long as the Individual Permit was still valid. Therefore, the jurisdictional limits of the onsite wetlands and streams as shown on the Wake County South Wake Landfill — Landfill Option 3 plan prepared by Hazen and Sawyer, dated September 2006, are still considered valid and could be used for design and permitting of the North Main Athletic Complex project. A copy of the Wake County South Wake Landfill — Landfill Option 3 plan, with the current project site noted, has been provided as an Appendix. The Wake County South Wake Landfill — Landfill Option 3 plan identifies two jurisdictional wetlands and three jurisdictional streams with the project site. However, the Wake County South Wake Landfill — Landfill Option 3 did not include the southernmost portion of the proposed project site. W &R conducted a site review with James Lastinger with the Corps of Engineers on September 13, 2012 to review the southernmost portion of the project area. Mr. Lastinger confirmed that this parcel did not contain jurisdictional wetlands, and the only jurisdictional features present were two streams, which consisted of Little Branch and an unnamed tributary to Little Branch. Please refer to the attached Wetland Location Exhibit for the locations of onsite jurisdictional wetlands and streams. Please note that Wetland A consists of a remnant meander in Little Branch which was severed from the main channel when the NC 55 Bypass was constructed and the main stream was connected to the culvert. The culvert installed beneath the NC 55 Bypass resulted in realignment of Little Branch to flow directly into the culvert, thereby severing the meander which is now identified as Wetland A on the Wetland Location Exhibit. Through coordination with James Lastinger with the Corps of Engineers, it was determined that Wetland A was previously assessed as an impact and mitigated for during the permitting of the NC Hwy 55 By -pass project, and therefore does not require authorization for impacts to this feature. Please note that Wetland A is not noted on the Impact Plans, and impacts to Wetland A are not addressed in this PCN because this feature was previously permitted as an impact and mitigated and therefore does not technically exist. A pre- application meeting was conducted with Lauren Witherspoon of NCDWQ and James Lastinger with the Corps of Engineers to review the original site plan. The original site plan proposed a required connection to the NC Hwy 55 By -pass to be located in the southwestern portion of the project area, which would have required crossing Little Branch. The site plan WITHERS RAVENEL [NGINEE RS I ILRNNElS 1 SURVEYORS Page 2 of 4 has since been redesigned to provide the connection to the NC Hwy 55 By -pass in the northwestern portion of the property, which will not require impacts to Little Branch. The property for the North Main Athletic Complex site (PIN o649882114) was purchased by the Town of Holly Springs from Wake County, and the deed was recorded on 7/19/13 (Deed Book: 15368; Page: 1624). Proposed Impacts The proposed impacts consist of o.006 acres of permanent wetland impacts, 125 if of permanent stream impacts and 24 if of temporary stream impacts. Impact 1 will result in 81 if of permanent stream impacts for construction of an internal road to provide access to the southern portion of the project area. Impact 2 (44 if of permanent stream impacts & 24 if of temporary stream impacts) and Impact 3 (0.006 acres of permanent wetland impacts) are necessary for improvements to North Main Street. The improvements consist of the widening of N. Main Street for construction of a right hand turning /storage lane for access to the park from N. Main Street. The widening of the road for construction of the turning lane requires the extension of an existing culvert beneath N. Main Street. The extension of the culvert will result in 44 if of permanent stream impacts. A rip -rap dissipater must be installed below the outfall of the culvert to reduce flow and prevent erosion. The rip -rap dissipater will impact 24 if of the stream channel and has been designed to install the rip -rap within the stream channel so that the top of the rip -rap matches the pre- construction contours of the stream bed and banks. By installing the rip -rap at the pre- construction contours of the stream bed, the natural flow and aquatic life passage will be maintained in the post development condition, resulting in only temporary impacts. Avoidance and Minimization The project has been designed to avoid and minimize impacts to the greatest extent possible. The project must have access from the NC 55 Bypass, and the original site plan presented at the April 9, 2013 pre- application meeting proposed this connection in the southwestern portion of the property that would have required crossing Little Branch, resulting in an additional 60 - 80 if of stream impacts. The site plan has been revised to provide the connection to the NC 55 Bypass in the northwestern portion of the property, which avoids the need for a stream crossing for a connection to the NC 55 Bypass. The currently proposed impacts have been minimized to a single road crossing (Impact 1) necessary to access the southern portion of the property, as well as road improvements that consist of the extension of an existing culvert (Impact 2) and construction of a right hand turn /storage lane (Impact 3) for access from N. Main Street. Stream impacts at Impact 2 for WITHERS & RAVENEL Page 3 of 4 ENGINEER] 1 PLANNER] I SURVEYOR] installation of the rip -rap dissipater pad have been minimized to temporary impacts by installing the rip -rap so that the top of the rip -rap matches the preconstruction contours of the stream bed. This design will allow the natural flow and aquatic life passage to be maintained in the post- development condition, resulting in only temporary impacts to the stream. A cross - section detail of the installation of the rip -rap has been provided on the Impacts 2 &3 Exhibit. Mitigation Because the proposed permanent wetland impacts are less than o.io acres and the proposed permanent stream impacts are less than 150 If, no mitigation is proposed. Stormwater Management Plan The stormwater management plan consists of two wet detention ponds and a constructed wetland. The Stormwater Management Plan is being reviewed by the Town of Holly Springs. The current request Is for o.006 acres of permanent wetland impacts, 125 if of permanent stream impacts and 24 if of temporary stream impacts (see the attached maps and PCN for details). However, excavation of the fill was never initiated. The general land use in the vicinity of the project consists of a mixture of residential and commercial land use. 3b. Through coordination with James Lastinger with the Corps of Engineers, it was determined that Wetland A was previously assessed as an impact and mitigated for during the permitting of the NC Hwy 55 Bypass, and therefore does not require authorization for impacts to this feature.
