WestPoint Stevens Wastewater Treatment Plant

Dear Mr. Helton:
In reviewing violations of your NPDES permit, it was noted that your facility has been in
noncompliance twenty (20) times during the period of July 2001 through May 2003. The facility
has been assessed nine (9) enforcements for Fecal Coliform for the period above stated. We are
requesting that your facility submit in writing a Plan of Action which addresses the causes of
noncompliance and all actions taken to prevent the recurrence of the violations for Fecal
Coliform. The letter should also include a timeframe that the plan will be implemented.
Remedial action should be taken immediately to correct the problems that are occurring. Please
submit this Plan of Action by October 31, 2003. As a reminder preservation of the Waters of
the State can only be acquired through consistent NPDES permit compliance. If you should

several noncompliant fecal coliform results over the past two years. We will submit the
