Received via phone today, April 10, notification from MEL that the fecal coliform sample collected on April 7,
tested 2,300 colonies/100m1. This is in violation of our daily limit of 400 colonies/100m1. Follow-up tests are
scheduled and we will advise you of the results.

Received notification this morning that the fecal coliform test result from yesterday, September 10 was 490
colonies/100 ml. This is in violation of our daily maximum limit of 400 colonies/100 ml.

The Thursday September 11, 2003, BOD test was non -compliant at 3,075 pounds versus a daily maximum limit of
2,611 pounds. We have seen considerable improvement in the settleability and discontinued the chlorine
treatment. Since the upset, with the exception of the TSS, all other test parameters have been compliant.

Subject: Total Suspended Residue
Confirming our conversation, the composite effluent sample tested today was
non -compliant for Total Suspended Residue. The test result of 9,586 pounds
violated our daily maximum limit of 5,115 pounds.
This settleability problem and loss of solids is a result of Filamentous Growth and
bulking. Microscopic examinations suggest specifically H. hydrossis. As
discussed we have been using a combination of two polymers to aid the
settleability. We have adjusted the feed rates and ratios of the two to improve the
performance. These efforts are in addition to the chlorination of the return sludge
and the close watch on dissolved oxygen and nutrients.

Yancy Helton called today to report that Clarifier #2 was not operating
properly due to an obstruction. They plan to pump it down today to see
what the problem is. They are concerned with groundwater when the
clarifier is emptied so the plan to do a well point to drain water out
of the ground or some other option is being reviewed. They will have
the other two clarifiers in operation. They will continue to keep us
updated.
