Donovan Dennis.
According to the attached Rule for Temporary Certification, Mr. Dennis is not eligible for Grade
4 Temporary Certification since he does not currently hold a Grade 3 Wastewater Certificate. He .
is eligible for Grade 3 Temporary Certification since he holds a valid Grade 2 Wastewater
Certificate, however, if he were to be granted a Temporary Grade 3, he would only be eligible
for designation as Backup Operator in Responsible Charge, not as ORC.
