Dear Nancy;
I am writing in response to questions concerning the Scotland County application for an
engineering assessment of the WestPoint Stevens (WPS) wastewater plant. In particular was the
concern for having another regional wastewater plant in the vicinity of the Laurinburg-Maxton
Airport Commission (LMAC). There are three issues that make this project important for the
stakeholders involved.
The first issue involves available wastewater capacity. Currently the WPS wastewater plant
handles approximately one million gallons per day from Gulliston, an industry located near the
WPS facility. The feeling of those involved is that the LMAC plant cannot handle this amount of
wastewater discharge. Even though LMAC may have the available capacity, funds would have to
be made available to further upgrade the plant. Recent upgrades to the LMAC plant have not
resulted in a sufficient increase in that plant's capacity and discharge capability. Adding the
potential effluent from Hoke County and Raeford would also be a problem for the LMAC plant
for the same reason. The consensus of the stakeholders is that the proximity of WPS and LMAC
will not create a problem, but will enhance water quality throughout the area.
The second issue concerns the potential to eliminate existing or new
and creeks. The WPS facility could offer the opportunity to assist
offering service to several unsewered communities.
The third issue concerns economic opportunity and the marketing
facility without adequate sewer. Though not an issue for the CWMTF,
distressed counties in the State and the WPS facility offers a great
