The existing wastewater treatment plant consists of mechanical bat screen; influent flow
measurement (parshall flume); 10 million gallon equalization basin with dual 6,600 GPM
influent screw lift pumps; 7, million gallon aeration basin with foam control structure; a
chemical feed building; a 9,000 gallon mixing tank and 72,500 gallon floculator;
secondary clarification with return sludge; 1.2 million gallon aerobic digester; gravity belt
thickener with polymer feed; 280,000 gallon sludge holding tank and post aeration.

5. Other Special Items: WestPoint Home (WPH) formerly operated a towel weaving plant, and a
dyeing and•fmishing plant at this location. WPH also provided wastewater treatment services to
Gulistan, who operates a carpetyarn dyeing plant on the same site. The WPH manufacturing
operations were closed in 2007 and the only operation they still maintain at this site is a' •
Distribution center, which produces no process wastewater. However, WPH still operates the
wastewater treatment plant to treat the distribution center's sanitary wastewater as well as the
process wastewater from Gulistan, who remains in operation. -
PART IV - EVALUATION AND RECOMMENDATIONS
Since the last permit cycle for this facility the actual influent flow is significantly less than before. The
Fayetteville Regional Office supports, issuing a tiered Grade IIUGrade IV permit for this facility with a note
stating that if flows return to a Grade IV level then Grade IV Peinrit requirements will take effect.
Currently this facility is permitted for 7.0 MGD but actual flows average around 0.3 MGD. .
This facility with in the past 18 months (since the flow has been reduced as a result of the manufacturing
process closing) has had a history of fecal violations. There has never been chlorination facilities installed
because the owners stated that the pH of the wastewater was high enough to obtain a proper fecal kill. In
2007 the facility had 6 daily fecal violations and 1 monthly fecal violation. In.2008 they had 8 daily fecal
violations and 1 monthly fecal violation.
It is.the recommendation of the Fayetteville Regional Office that NPDES Permit No: NC0005762 be
issued for the existing wastewater treatment plant. The subject application for permit renewal should be
processed in keeping with,basinwide strategy.

Dear Mr. Headley:
Enclosed please find a copy of the Compliance Evaluation Inspection form from the inspection conducted on
February 11, 2009. The Compliance Evaluation Inspection was conducted by Mark Brantley, Environmental
Chemist, and Trent Allen, Environmental Engineer, of the Fayetteville Regional Office. 'The facility was, found to
be in Compliance with permit NC0005762. The cooperation of Mr. Ronald Locklear, backup ORC, was greatly
appreciated. As a reminder, preservation of the Waters of the State can only be achieved through consistent
NPDES Permit compliance.
Comments
• Facility was clean and neat in appearance at the time of the inspection.
• All log books and records appeared to be in order.
• The facility's influent.pump station is in need of some maintenance work. It appears that the bearings on
the screw pumps are in need of repair or replacing. Please address this issue as soon as possible. The
Division of Water Quality request that the facility submit a written Plan of Action to the Fayetteville
Regional Office as to how the facility plans to.address the repairs by March 31, 2009. It is important that
the repairs be made because it can prevent the facility from experiencing a by-pass in the waste treatment
system. According to Mr. Ronald Locklear if both screw pumps were to fail wastewater would by-pass the
EQ pond and feed directly into the aeration basin. If the EQ pond is by-passed the treatment efficiency will
be decreased and possibly create NPDES permit violations. Mr. Locklear stated that the pH level in the
aeration basin is not sufficient for fecal dilution along with plant detention time being decreased
significantly. The possibility of fecal problems is further compounded by the lack of chlorination
treatment. Fecal violations along with any other limit violations are violations of the NPDES permit and
are subject to enforcement actions as deemed appropriate by the division. Please be reminded that the
Division of Water Quality as the authority to assess a civil penalty of no more than'$25,000 per day per
violation.
