Thank you again for speaking with Joe & me on Friday regarding the Westpoint Stevens WWTP NPDES Discharge
Permit. As we discussed, the Laurinburg Maxton Airport Commission is currently evaluating the purchase of both the
water and wastewater plants as well as looking at options for funding the purchase and eventual upgrade. Of particular
interest is the NPDES permit at its current permitted flow of 7 MGD. This permit will expire on July 31, 2014. As such,
LMAC is considering working with the current owner of the facility, Icahn Enterprises, in order to ensure that the permit
is renewed in a timely manner and at the current 7 MGD capacity.
Of considerable to concern to both LMAC and Icahn is that there is little to no flow to the plant at this time. If LMAC
were to purchase this facility, they could not afford to operate the plant without any major flows (i.e. income). They
would like consideration from NCDENR to be able to keep this permit open at the 7 MGD level and cease discharge
operations for a period of time. This will allow LMAC to continue to work with existing and new industries as well as
other wastewater systems in the area and still allow this plant to be a vital resource for both economic development and
regional wastewater treatment. Of course, we will work with the current owner/operations staff to ensure that
everything necessary for the permit renewal (i.e. water quality analysis, toxicity testing, sludge analysis, etc.) is
completed and any wastewater currently coming to this plant is properly re-routed (if necessary) before the plant is
temporarily shut down.
