As you are aware, the Laurinburg Maxton Airport Commission (LMAC) has been evaluating the
potential purchase of the former WestPoint water and wastewater treatment facilities in
Wagram. These facilities are now owned by WP Properties Wagram, LLC and WP Properties
Wagram Facility, LLC. We have been in negotiations with the current owners to ensure the
renewal of the NPDES permit while also giving LMAC a first right of refusal on the purchase of
these facilities. Unfortunately, a mutually beneficial agreement could not be reached in
sufficient time to ensure renewal of the permit. At this point, the current owners will proceed
with the permit renewal on their own; however, LMAC has expressed to them that we have a
continued interest in purchasing these facilities.

possible funding strategies in order to purchase these facilities such that they can serve as
regional resource for water and wastewater treatment for this area of North Carolina. As you
know, our area has been hit particularly hard during the recent recession and economic
development opportunities are very important to us as is ensuring that our neighboring
municipalities continue to have water and wastewater treatment capacity. We truly believe
the WestPoint facilities are the key to this but securing the level of funding that will be needed
for the purchase and improvements will simply take time. LMAC is committed to working on
this with the same dedication that we would have should we have been able to secure a formal
agreement with the current facility owners. We trust that NCDENR will work with the current
owners on the renewal of the NPDES permit as this is the primary item that will make our
potential purchase of these facilities a viable option.
