PART III - OTHER PERTINENT INFORMATION (CONTINUED) 5. Currently the only flow being treated at this wastewater facility is rainwater, any I/I that is entering the system, and a small amount of flow from the onsite water treatment facility. The operations staff onsite "forces" this flow at the water treatment facility from time to time to have a little flow at the WWTP and to exercise the equipment. When the water in the waste treatment system reaches a predetermined level the operations staff allows a discharge event at the outfall 001. This only occurs when staff is own site. In the past 6 months this facility has discharged flow on average of 1 to 4 days a month. January 28, 2013 was the last day this waste treatment system received any industrial wastewater and domestic wastewater from the distribution center that was onsite. Currently there are only 5 people working at this facility. PART IV - EVALUATION AND RECOMMENDATIONS Since the last permit cycle for this facility theactual influent flow is significantly less than before. As stated above the influent wastewater is mainly rainwater, domestic waste for approximately 5 employees, and no industrial waste. The Fayetteville Regional Office supports issuing a permit with domestic limits (based on their current flow) for this facility with a note stating that if an industry locates at this facility that the NPDES permit will be reopened and the limits and parameter would be modified for that industry. Currently this facility is permitted for 7.0 MGD but the facility only discharges effluent approximately 1-4 times a month. The monthly flow average is not showing the accurate flow data for this facility. This facility is reporting no flow on days when there is do discharge and a numerical number on days of discharge. This means if they have a discharge three days in a month of 0.400 MGD then the average daily discharge is 0.400 MGD. BIMS does not take into account the other 27-28 days on no discharge. Please see attached DMR's for more information. Facility has also asked that the color requirement be removed from the permit since currently there is industrial operation. It is the recommendation of the Fayetteville Regional Office that NPDES Permit No. NC0005762 be issued for the existing wastewater treatment plant. The subject application for permit renewal should be processed in keeping with basinwide strategy.
