The Laurinburg Leith Creek Wastewater Treatment Plant will be at the end of the street and on the left. 6. It is classified as Class C, Sw waters, which promotes aquatic life propagation and survival, fishing, wildlife, secondary recreation, and agriculture. Please provide a description of the existing or substantially constructed wastewater treatment facility: The Laurinburg WWTP is a 4 MGD wastewater treatment facility consisting of mechanical bar screen, mechanical grit removal, influent Parshall Flume and ultrasonic flow monitoring device, aerated equalization basin (E.Q. basin), influent pump station (overflow from the influent pump station goes to the E.Q. pump station, and then to a six million gallon Equalization Basin with six floating aerators), flow splitter box divides flow equally between dual 1-MGD extended aeration basins (both aeration basins with secondary clarification), a 2-MGD oxidation ditch with secondary clarification, dual chlorine contact basin using bleach disinfectant, dechlorination, effluent force main pumps treated wastewater approximately one mile to the effluent Parshall Flume (equipped with ultrasonic flow monitoring device), cascade step aeration, and discharge of treated wastewater into Big Shoe Heel Creek (Lumber River Basin) Sludge is treated in two aerobic digesters and sludge drying beds, then land applied at the Laurinburg Maxton Airport Commission land application site with Land Application of Residuals Permit Number WQ0002526. e. The applicant is not requesting modification of the facility or increasing flow at this time. 2. A review of the compliance data did not reveal any significant violations. 3. Based upon the previous Compliance Evaluation Inspection (CEI) that was conducted on February 18, 2009, all units were in service, and this facility continues to comply with the requirements of the NPDES permit for wastewater treatment.' 4. This Office recommends continuation of the Special Conditions for the Whole Effluent Toxicity monitoring. 5. This Office recommends that a formal Sludge Management Plan be included as a requirement in the NPDES Permit and that it will be updated as needed and as determined by the Division of Water Quality. 6. Based upon the above information, this Office recommends reissuance of the said permit for the continued operation of an existing 4.0 MGD wastewater treatment facility consisting of an influent pump station, mechanical bar screen, grit chamber, influent flow monitoring, aerated equalization basin, flow splitter box, dual one million gallon per day extended aeration basins with secondary clarification, chlorine contact chamber, dechlorination, effluent force main, cascade aeration, and two aerobic sludge digesters, and drying beds located at the Laurinburg Leith Creek Wastewater Treatment plant, southeast of the City of Laurinburg, in Scotland County. � o NC EN . . As part of the inspection a tour of the Wastewater Treatment Plant was conducted. All observations and recommendations are in Part D: Summary of Findings/Comments of this inspection report. . On the day of this inspection, a sludge spill that was contained on site occurred near the small sludge holding tank. Verbal plans were to put the sludge back into the nearby manhole that flowed to the aeration basin, clean the ground area, and apply lime to the contaminated ground area. The sludge spill may have occurred as a result of approaching the capacity of the sludge holding tanks, and it may follow that the sludge capacity for the wastewater treatment plant may be inadequate because .of the following: 1) the .sludge holding tanks were approaching capacity, and 2) the clarifiers had sludge blankets that were approximately 10 feet in depth (with a clarifier sidewall depth of 13 feet): Please send this office a written Plan -of Action, due by March 24, 2009, concerning how to reduce the sludge in the holding tanks and clarifiers, and avoid a sludge spill. In addition, a sludge • spill occurred on the day of this inspection that may be related to the depth of the sludge in the sludge holding tanks. .Please send this office awritten Plan -of -Action, due by March 24,.2009, concerning how to reduce the sludge in the sludge holding tanks and clarifiers, and avoid a sludge spill. The alarm calls the water plant, if no-one answers, then the call goes to the police station with an automated message to indicate the problem, and the police station will phone the on -call person. Comment: At one of two influent pump stations (the old Leith Creek facility) it appeared that the pipe leading from the hydraulic press to the dumpster needed to be shortened because the screenings were presently being. manually placed in the du'mpster by means of five gallon buckets. The automatic bar screen was kept in the automatic mode, as was the hydraulic press. An ultrasonic sensor controled when the bar screen and hydraulic press operated. After the results of the Whole Effluent Toxicity from the week of February 9, 2009 are received, plans are to take down Clarifier, #2 and Aeration Basin #2 for repair of a bracket on the effluent side of Aeration Basin#2, and repair the rubber part of the skimmer arm. This WWTP facility participates in the load management program in which, approximately once per month, the power will be turned off and the generators with automatically come on. This POTW did not have a routine schedule for running the generators. At the pump station site, the generators are run once per month. The readings for the generators were read and recorded approximately every other day to keep track of the time that the generators were run. Scada will also show and record whether or not a generator comes on. On the day of this inspection, each of the two large generators had at least three-quarters full capacity of diesel in the tanks.
