No. 201100257 Holly Shelter Swamp Creek, (030623,18- 74 -33, C, SW) 401/404 Water Quality Certification Modification of Plans Dear Ms. Burdette: Ik -o1 2ro v2 August 8, 2013 During the course of construction of the referenced project at Marine Corps Camp Lejeune, it was noted that the ditch adjacent to Objective F (Ditch -13, Ditch Type 2) as shown on Sheet CG -121 (attached), and as originally proposed in the environmental permit applications (401, 404, erosion and sedimentation control, and stormwater) is needed to maintain surface water flow in this area. This ditch was removed from the project during the NCDENR stormwater permitting process, but is needed to maintain existing surface water flow in this area. Please see the attached letter to Ms. Joanne Steenhuis of the NCDENR Wilmington office for additional details. This ditch will be constructed in accordance with the issued 401 and 404 permits, but with the discharge point to stream 3 at a slightly different location to minimize disturbance to wetlands. As permitted, the wetland impact area for the entire project is 71.65 acres. As currently proposed on the attached CG -121 plan sheet the new wetland impact area is reduced slightly to 71.62 acres. HSW is currently coordinating with Mr. Brad Shaver ( USACE) and the NCDENR stormwater permitting section (Ms. Christine Nelson) to ensure consistency in construction plans for all environmental permits. Attached are five (5) copies for the referenced revised plan sheet. Please advise if you have any questions or comments. Thank you in advance for your assistance. Wilmington, NC 28405 Re: 401/404 Water Quality Certification Modification of Plans Infantry Platoon Battle Course (P -032), MCB Camp Lejeune, NC Dear Ms. Steenhuis: During the course of construction of the Infantry Platoon Battle Course (P -032) at Marine Corps Camp Lejeune, it was noted that the ditch adjacent to Objective F (Ditch -13, Ditch Type 2) as shown on Sheet CG-121 (attached), and as originally proposed in the environmental permit applications (401, 404, erosion and sedimentation control, and stormwater) is needed to maintain surface water flow in this area. You may recall that during the stormwater permitting process for this project this ditch was removed. HSW transmitted a letter regarding this minor change to the appropriate 401 and 404 regulatory agency offices. This ditch will be constructed in accordance with the issued 401 and 404 permits, but with the discharge point to stream 3 at a slightly different location to minimize disturbance to wetlands. As permitted, the wetland impact area for the entire project is 71.65 acres. As currently proposed the new wetland impact area is reduced slightly to 71.62 acres. As this ditch was removed from the stormwater permit, HSW has communicated with Ms. Christine Nelson (NCDENR- Stormwater) and is currently in the process of submitting a Stormwater Management Permit Plan Revision Application to include the addition of this ditch as shown on the attached revised plan sheet CG -121. Please advise if you have any questions or comments. Thank you in advance for your assistance. Sincerely, HSW ENGINEERING, INC. C. Dennis Peek, P.E.
