The Compliance Evaluation Inspection was conducted by Mark Brantley and Don Register of the Fayetteville Regional Office. The facility was found to be in Compliance with permit NC0020656. The cooperation of Mr. Robert Ellis, Grade IV ORC/Treatment Plants Director and Ricky Odum, Grade III Backup Operator was appreciated. As a reminder preservation of the Waters of the State can only be acquired through consistent NPDES permit compliance. It was noted during the inspecton that about 8" of sludge was in the chlorine contact chamber. This is currently not a problem but as a reminder the Fayetteville Regional Office requires that less than one foot of sludge be maintained in the chlorine contact chamber at all times. Is access to the plant site restricted to the general public? Is the inspector granted access to all areas for inspection? Comment: Operations & Maintenance Is the plant generally clean with acceptable housekeeping? Does the facility analyze process control parameters, for ex: MLSS, MCRT, Settleable Solids, pH, DO, Sludge Judge, and other that are applicable? Comment: Facility analyzes MLSS, settleable solids, pH, dissolved oxygen, and the sludge blankets in the clarifiers for process controls. Pump Station - Influent Is the pump wet well free of bypass lines or structures? Is the wet well free of excessive grease? Are all pumps present? Are all pumps operable? Are float controls operable? Is SCADA telemetry available and operational? Is audible and visual alarm available and operational? Comment: The alarm is tested everyday at the influent pump station. The facility has four influent pumps that alternate run times. At the time of the inspection pump #3 was out of service due to a check valve that had started leaking. Parts have been ordered to correct the problem. (Approximately Y. of the sidewall depth) Comment: Waste water is black due to an industry that dies cardboard. Clarifiers #1 and #2 are thirteen feet deep and have a sludge depth of 2.5' and 4.5' respectively. Clarifier #3 is 14' deep and had a sludge depth of less than 1'. Pumps-RAS _WAS Are pumps in place? A few spare parts are on hand and the facility uses Charles Underwood of Sanford, NC to the maintenance work that the plant staff can not handle. Was generator tested & operational during the inspection? Do the generator(s) have adequate capacity to operate the entire wastewater site? Is there an emergency agreement with a fuel vendor for extended run on back-up power? Is the generator fuel level monitored? Comment: The generator that powers the influent pumps has to be started by hand during a power outage. The town is planning to replace this generator with one that will start automatically when a power outage occurs. The treatment plant has another generator that can power the rest of the plant. Also there are two portable generators availabe. The generator are tested monthly. Is the sludge disposed of through county landfill? Is the sludge land applied? (Vacuum filters) Is polymer mixing adequate? Comment: Sludge is ready to be removed from drying beds. The dried Isudge is stockpiled until there is enough to land apply. Sludge is also applied as a liquid. Solids Handling_Equipment Is the equipment operational?
