A copy of the Compliance Inspection Report is enclosed for your review. Mr., Kyle Newton, Environmental Coordinator, was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG060000 under Certificate of Coverage NCG060390. Permit coverage authorizes the discharge` of stormwater from the facility to receiving waters designated as Goodman Swamp, class C;Sw waters in the Lumber River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG060000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. , Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to $26,000 per day for each violation. Facility's SPPP contains all components and associated documentation as required by the NCG060000 permit that was in effect from November 1, 2018 to May 31, 2021. The SPPP is scheduled to be updated with new/current permit requirements within six months as allowed under Part 1-1(c) of the renewed permit, which became effective on July 1, 2021. Monitoring records indicate that the facility was triggered into the Tier Two monthly monitoring schedule due to consecutive exceedances of the pH benchmark for the second half of2019 and first half of 2020. During the monthly monitoring schedule, facility had three consecutive monitoring events with all results meeting the respective benchmarks and was able to return to the base monitoring frequency, which is now quarterly under the new permit. All monitoring has been conducted, recorded and submitted as required. After the records review, observations of site conditions were made including the facility's stormwater pump system, retention pond and discharge outfall. Based on the current configuration of stormwater flow and discharge, some revisions are needed to the detailed site map. At the time of inspection, facility appeared to be well operated and maintained.
