Sullins, Director Division of Water Quality DWQ Project # 06-1617 Wake County On October 13, 2006, the Division of Water Quality (DWQ) received your application dated September 26, 2006, to impact 5.2 acres of 404/wetland, 3,416 linear feet of stream, and 355,450 square feet of Neuse River basin protected riparian buffer, to construct the proposed Wendell Falls residential subdivision, commercial development, road improvements, and US Highway 64/264 interchange. On October 13, 2006, the DWQ received the Public Notice issued October 13, 2006, for the project. On January 26, 2007, February 9, 2007, and June 13, 2007, the DWQ received additional information from you, however, the DWQ has determined that your application remains incomplete and/or provided inaccurate information as discussed below. The DWQ will require additional information in order to process your application to impact protected wetlands and/or streams on the subject property. Therefore, unless we receive five copies of the additional information requested below, we will have to move toward denial of your application as required by 1 SA NCAC 2H .0506 and will place this project on hold as incomplete until we receive this additional information. Please provide the following information so that we may continue to review your project. Additional Information Requested: 1. The percent imperviousness for the drainage area of each one of the proposed level spreaders in SF-1 and SF-2 is in excess of 30 percent. Therefore, every one of these drainage areas is considered a pocket of high density development that will require appropriate stormwater treatment per General Certification 3631. Please provide a separate BMP worksheet for each proposed device as well as all information listed in Part II: Required Items Checklist. 2. For BMP 3.1, it appears that an error was made in calculation the temporary pool volume. The value that was reported in the BMP worksheet does not correspond with the depth and permanent pool surface area that were reported. Please correct this error and check to see if an adequate temporary pool volume has been provided to handle the water quality storm. 3. For BMP 3.2, the surface areas reported in the worksheet do not add up to the permanent pool surface area. In addition, the temporary pool volume that was reported in the BMP worksheet does not correspond with the depth and permanent pool surface area that were reported. For BMPs 3.1 and 3.2, none of the blanks in the Required Items Checklist were initialed. Please check to see if all of the required items were included in the submittal, and then submit initialed worksheets in your resubmittal. 5. For BMPs 3.1 and 3.2, please augment the planting plan with specifications for required plant spacing. Please submit this information within 30 calendar days of the date of this letter. If we do not receive this requested information within 30 calendar days of the date of this letter, your project will be withdrawn and you will need to reapply with a new application and a new fee. This letter only addresses the application review and does not authorize any impacts to wetlands, waters or protected buffers. Please be aware that any impacts requested within your application are not authorized (at this time) by the DWQ.
