I would like to thank you and the Exchange Street staff for your time during the site visit. The bulk of the Recycle system appeared to be operating in accordance with the permit, at the time of inspection. The aggregate reclaimer was damaged and awaiting repair. An on -site inspection log has been started. Please note the following items to improve record keeping and maintain overall compliance. • Per our conversation, you were to email me a copy (partial) of the recycle system maintenance and hauling records of residuals removed, since the information is maintained off -site in a separate data base. • Add to the facility log the number of trucks washed per day. (The design engineer used this information in the original application to determine the flow (gpd) limit.) • The permit expiration date is 10/31/2018. Per permit condition 1.3., a renewal application is due 6 months prior to expiration, by April of 2018. The application may be located on the DEQ website at: https://deq. nc.gov/about/divisions/water-resources/water-resources-permits/wastewater- branch/non-discharge-permitting-unit/application. Scroll to the Closed -Loop Recycle Systems section and select the Non -Discharge System Renewal form (NDSR). The aggregate reclaimer was down for repair, due to overloading of wet concrete into the hopper. A daily facility logbook has been established since the previous technical assistance inspection. Please note: • Items mentioned in the cover letter to maintain program compliance. • The MRO should be informed of any changes to the contact information noted above. Y Do all treatment units appear to be operational? If no, note below. The aggregate reclaimer was down for repair, but the Recycled water system appeared to be functioning adequately. Freeboard maintenance should not be an issue. N Evidence of overflow Y Unusual color (very black, textile colors); Slurry is color of the concrete washed into the system. N Foam (are antifoam agents used) N Excessive solids buildup (from bottom); The tank bottom is not visible through the slurry; however, solids from the settling chambers are removed, dried and stored until hauled. The first is after the "dirty" water settling chambers by the aggregate reclaimer (or manual removal) and the second is the filter press. Concrete residuals are periodically hauled for reuse. Per conversation with Mr. De Lozier, he will email maintenance and hauling records since they are maintained at the Mint Hill office. Recordkeeping N Is permit available upon request? Unable to locate. MRO provided a copy, which was placed with the Stormwater permit. Y Are operational logs present? Y Complete? NE Is the operation and maintenance manual present? Complete? There is a separate maintenance data base. N Has DWR received any complaints regarding the facility in the last 12 months? Other noted conditions The facility manager, Mr. Vickerstaff, started an inspection log as discussed during the 2016 inspection. The MRO also suggested recording the # of trucks washed per day (to approximate flow into the system as determined by the engineer at design), which Mr. DeLozier was to discuss with additional management/contractors.
