Dear Mr. Bullock,
The DuPont Kinston Plant currently operates under NPDES Permit No. NC0003760. This letter is being
submitted to meet the reporting requirements of Part 11.E.9 of the permit.
The DuPont Kinston Plant operates a subsurface French drain for the collection of surface water runoff
and shallow groundwater from a closed landfill located onsite.1 The drain empties into 2 concrete sumps
from which water is pumped to the wastewater treatment plant and discharged at Outfall 001 following
treatment. Remediated groundwater and surface water runoff are authorized discharges from Outfall 001
in the current NPDES permit.
Upon inspection of the sump pumps around 2:30 PM on August 25, 2021, 1 of the 2 sump pumps was
found to be inoperable. Overflow from the associated sump was discharging to the surrounding area at a
rate of approximately'/2 gallon per minute. Visual inspection indicates that the overflow accumulated in
the immediate vicinity of the sump. NC DEQ was informed of the incident via phone at 4:20 PM on
August 25, 2021.
Equipment needed to pump out the sump was immediately ordered from a local vendor. The site began
transferring water to the working sump at 11:00 AM on August 26, 2021 which eliminated the overflow.
The sump will continue to be pumped daily until necessary repairs are completed and a replacement pump
is installed. The Kinson Site initiated an incident investigation in accordance with site procedures and is
evaluating several improvement options such as installing backup pumps, modifying preventative
maintenance pump replacement interval, and evaluating a more robust replacement pump.
