Town of Liberty — Wastewater Surface Irrigation

Dear Mr. Kidd:
On August 30, 2021, Division of Water Resources staff person Caitlin Caudle conducted
a scheduled compliance inspection. Tremaine Fike, ORC, was present during the entire
inspection. A review of records, treatment facilities, irrigation fields, and monitoring wells
was completed. This review reflected compliance with the subject permit. The following
items of concern were noted:
1. Per Permit Condition 111.14 "a gauge to monitor waste levels in the 15-acre
stabilization storage lagoon shall be provided. This gauge shall have readily visible
permanent markings, at inch or tenth of a foot increments, indicating the following
elevations: maximum liquid level at the top of the temporary liquid storage volume;
minimum liquid level at the bottom of the temporary liquid storage volume, and the
lowest point on top of the dam." Mr. Fike has relayed that the freeboard marker
may not accurately represent the freeboard of the lagoon. Considering this
information and the previous overflow issues, this office requests that the
freeboard marker be resurveyed and reinstalled if necessary before the end
of the calendar year.
2. Per Permit Condition 11.3 "groundwater monitoring wells shall be constructed in
accordance with 15A NCAC 02C .0108..." As described in 15A NCAC 02C .0108,
repair the lid on Monitoring Well 6 so that it closes completely, and clear the
area around Monitoring Well 2 so that it is easily accessible.

Reason for Visit: Routine
Inspection Summary:
On August 30, 2021 Division of Water Resources staff person Caitlin Caudle conducted a scheduled compliance inspection.
Tremaine Fike, ORC, was present during the entire inspection. A review of records, treatment facilities, irrigation fields, and
monitoring wells was completed. This review reflected compliance with the subject permit. The following items of concern
were noted:

Other observations:
• Ms. Caudle recommended that Zones 6 and 7 be mowed next as the Johnson grass is taller than the spray heads.
• All monitoring wells were reviewed.
• Most of the spray zones have been mowed multiple times this summer.
• Some solids were visible on top of the lagoon. Mr. Fike stated that the lagoon is turning over, as it does every year.
• All vegetation had been removed from the lagoon liner.
• The trees overhanging in Zone 8B are still present. Mr. Fike stated that the equipment is broken and he has not been
able to get to that area yet. He plans to remove the limbs as soon as his equipment is repaired.
• A large amount of Johnson grass is present in Zone 6 and 7. Broad leaf weeds are present in other zones. The individual
that has the contract to mow the zones has discussed treating the zones for weeds and strategies for managing the
Johnson grass.
• The contact information in the Operation and Maintenance Plan has been updated.
• The wet area discovered during the follow up inspection in Zone 1 was dry. Mr. Fike stated that Zone 1 had not been
sprayed since late July. The soil in this area could require a lower application rate or seasonal limitations. This may need to
be reviewed during the next permit renewal.
• The leaking valve in Zone 3 and Zone 4 was temporarily fixed. The parts needed for a full repair are 10 weeks out. This
valve was fixed on August 27, 2021. Mr. Fike plans to reseed the area that was disturbed.
• The chlorine contact chamber was cleaned as requested during the follow up inspection in April. The chamber was
skimmed, and all solids removed. The solids were disposed of in the trashcan where solids from the bar screen are disposed
of.
• Freeboard is measured from the top of the concrete intake chamber using a tape measure.
• The lift station after the bar screen is inspected every Monday, Wednesday, and Friday. The generator is checked every
Wednesday.
• Mr. Fike attached the floats in the lift station to a cable with a weight in order to secure the floats in the wet well.
Previously the floats were getting tangled and not working properly during high flow events. Since this cable has been
installed Mr. Fike has not had any issues with the lift station. As the cable is installed, the floats are still able to work
correctly. The floats are just anchored in one location and are no longer able get tangled with each other.
• The sensor for the flowmeter is installed above the weir after the bar screen.
• At the time of inspection, approximately 147 gpm was entering the system.
• Duckweed and frogs were present in the chlorine contact chamber.
• The flowmeter was last calibrated on October 9, 2020.
• Freeboard was 3 inches at the time of inspection.
• Zones 3A, 2, and 1 were not being used as they were being mowed. Round bales were still present in the field. Mr. Fike
stated that he repairs any damage after all equipment has left those zones.
• Additional areas in Zones 6 and 7 are permanently capped other than those marked on the current site map. This may
need to be reviewed during the next permit renewal.
• Trees had fallen into Zones 1 and 2. Mr. Fike is waiting to remove the trees after all hay equipment is moved.
• Mr. Fike and other personnel mow around the spray heads after the zones are mowed for hay.

Recommendations
Lime
If testing finds that soil pH is too low for the crop(s) indicated, a lime recommendation will be given in units of either
ton/acre or Ib/1000 sq ft. For best results, mix the lime into the top 6 to 8 inches of soil several months before planting.
For no -till or established plantings where this is not possible, apply no more than 1 to 1.5 ton/acre (50 Ib/1000 sq ft) at one
time, even if the report recommends more. You can apply the rest in similar increments every six months until the full rate
is applied. If MG is recommended and lime is needed, use dolomitric lime.
Fertilizer
Recommendations for field crops or other large areas are listed separately for each nutrient to be added (in units of
lb/acre unless otherwise specified). Recommendations for N (and sometimes for B) are based on research/field studies
for the crop being grown, not on soil test results. K-I and P-I values are based on test results and should be > 50. If they
are not, follow the fertilizer recommendations given. If Mg is needed and no lime is recommended, 0-0-22 (11.5% Mg) is
an excellent source; 175 to 250 lb per acre alone or in a fertilizer blend will usually satisfy crop needs, SS -I levels appear
only on reports for greenhouse soil or problem samples.
Farmers and other commercial producers should pay special attention to micronutrient levels. If $, pH$, $pH, C or Z
notations appear on the soil report, refer to $Note: Secondary Nutrients and micronutrients In general, homeowners do not
need to be concerned about micronutrients. Various crop notes also address lime fertilizer needs; visit
ncagr.gov/agronomi/pubs.htm.
Recommendations for small areas, such as home lawns/gardens, are listed in units of Ib/1000 sq ft . If you cannot find
the exact fertilizer grade recommended on the report, visit www.ncagr.qov/agronomi/obpart4.htmtlfsfind information that

Test Results
The first seven values [soil class, HM%, W/V, CEC, BS%, Ac and pH] describe the soil and its degree of acidity. The
remaining 16 [P-I, K-I, Ca%, Mg%, Mn-I, Mn-AI1, Mn-Al2, Zn-I, Zn-AI, Cu-I, S-I, SS -I, Na, ESP, SS -I, NO3-N (not routinely
