Dear Mr. Hinkel:
The final plans and specifications for the subject project have been
reviewed and found to be satisfactory. Authorization is hereby granted for
the construction of a 4.0 million gallon capacity flow equalization basin
with a lagoon liner of natural6clay material of adequate thickness/compaction
with a permeability of 1 X 10 cm/sec or less, a return pump station with
dual 1,600 gpm pumps and approximately 70 linear feet of 12-inch force
main, flowmeter, ultrasonic level transmitter, a flow control chamber,
approximately 90 linear feet of 24-inch gravity sewer, three (3) ground-
water monitoring wells, piping for providing backwash water, demand control
system interface, spare wiring and cables, a new screening building with
two static screens capable of screening an average primary wastewater flow
of .75 MGD and a maximum flow of 1.17 MGD, modifications to two (2)
12-inch diameter screw conveyors, new backwash waste tank piping, new
mixing and flow splitter box, and all piping and electrical work necessary to
make the above units a complete workable system.
Do not proceed with construction until the Authorization -to -Award
package, EEO, and MBE documentation/certification has been reviewed, and
you are in receipt of our approval if Federal Funding is desired for
project construction. This Authorization -to -Construct does not in any
manner indicate the extent to which the above described facilities are to
be eligible for EPA participation.
The Permittee shall employ an actively State certified wastewater
treatment plant operator to be in responsible charge of the wastewater
treatment facilities. Such operator must hold a valid State certificate of
the grade at least equivalent to the classification assigned to the wastewater

treatment facilities by the Certification Commission. When a new chief
operator must be obtained to be in responsible charge of the new facilities,
it is required that this be done by the time the construction of the facili-
ties is 50% completed.
This Authorization -to -Construct is issued in accordance with Part III,
Paragraph C of NPDES Permit No. NC0024333 issued May 28, 1982,
and shall be subject to revocation unless the wastewater treatment facilities
are constructed in accordance with the approved plans, specifications,
supporting documents, and are in compliance with the conditions and
limitations specified in Permit No. NC0024333.
During the construction of the proposed additions/modifications,
the Permittee shall continue to properly maintain and operate the
existing wastewater treatment facilities at all times, and in such
manner, as necessary to comply with the effluent limits specified in the
NPDES Permit.
The Permittee must contact the Mooresville Regional Office concerning
the groundwater observation wells to obtain the schedule for monitoring, and
to determine what parameters that are to be tested.
You are reminded that it is mandatory for project to be constructed in
accordance with the North Carolina Sedimentation Pollution Control Act; and
when applicable, the North Carolina Dam Safety Act. In addition, the
specifications must clearly state what the contractors responsibilities
shall be in complying with these acts.
The selling or free distribution of wet, dried, composted sludge or
sludge like materials from wastewater facilities without prior review and
approval by this Division is illegal.
One (1) set of final approved plans and specifications is to be
forwarded to you, one (1) set to the Environmental Protection Agency (EPA),
and two (2) sets to the Corps of Engineers.
