I believe, the best approach would be to address this again with Central Office permitting staff, at the time of permit renewal. As we discussed during your last inspection, you might want to contact your design contractor, as this type of modification will likely require engineering certification to remove the lagoon. Either way their comments would be beneficial. Send all suspicious email as an attachment to Maria, I have attached some pics showing you that Sid got his work completed which included pumping out the Peat Filter tanks (both) and replacing with new peat. He also got both septic tanks pumped out and replaced the pump motor for distributing water on the fields. Sid actually had to get down in the tanks, you can see him in the pics, and shovel most of the material into piles so the suction pump would pull it out. He also put new lids and collars on the two septic tanks. (We had to sell our car and truck for this bill but we will live, I guess. Hope you do not have to come back for ten years. Your visits are very expensive. Ha Ha.) Sid is a great guy and I am very grateful to know him. We also have most of the rips in the pond repaired but had to order more rubber. It will be completed within i the next couple weeks. I still want to ask you to help me get rid of the Pond requirements. It just sits out there and does nothing for anyone, except cost me when repairs are needed. As I told you when you were here, if it did any good, I would never question the need for it. However, as with many regulations and rules, many are not needed and are merely an expense that could be eliminated with just a little forethought. As a government employee, I had many occasions in my life as a federal official, where I had to make a call as to whether a rule should be applied to a situation. In each case, I applied the rules as to each situation as needed. If a rule was not needed or did not apply, I never required people to follow rules that were not needed in each circumstance. That is one of the ways we make government good and show people that government can work with and for the people. This rubber pond in my yard serves no one and has not for 14 years now. I think it is time for someone at your organization to put on their big boy pants and realize this pond is not needed in my circumstances and take this requirement off of me. Never being used once in fourteen years should be a long enough test period to prove this should be changed. Thanks for letting me vent. I do hope you can help.
