.Mooresville Regional Office conducted an investigation of the site and concluded that the discharge
point should be moved downstream to provide- better mixing and dispersal of the effluent.
To date, there has been no response to this request and no inquiry into the application status.
The Division has concluded that you no longer wish to pursue this application. If this, conclusion
is in error, please respond to the Permits and Engineering Group 'by October 15, 1991, if no
response is received, your application will. be returned to you.

0.8 mile and the site is on the right side of the road in a

c. Describe receiving stream features and pertinent
downstream uses: Discharge would enter the shallow
headwaters area of a cove (estimated depth 2-6 feet)
which had evidence of established vegetation growing
throughout. Area appears to be somewhat silted from
upstream drainage. Very little natural mixing
expected. During seasonal lowering of water levels,
bottom may be exposed (dry). Area uses include various
water related recreational activities. No other
discharges and/or water intakes are located nearby.
PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS

The proposed method of treatment will consist of flow
equalization,extended aeration, clarification, aerated
sludge holding, disinfection and a standby power source. The
treatment works will employ dual mechanical units.
5. Sludge Handling and Disposal Scheme: Sludge will be
disposed of in a manner consistent with the regulations as
noted in NCAC 2H 0.0200.

PART IV - EVALUATION AND RECOMMENDATIONS
The applicant proposes to construct a 0.0672 MGD wastewater
treatment facility to serve an estimated 560 lot recreational
vehicle (RV) park. The wastewater treatment system will be
constructed in two (2) phases (each 0.035 MGD) as hydraulic
capacity is needed.
The receiving waters have been designated as a water supply
and, therefore, concurrence of this project by the Water Supply
Branch is necessary. Although no water intake is located in the
general vicinity, protection of the receiving waters for future
use as a water supply are essential.
This Office has other concerns regarding the construction of
this facility. It appears preliminary USGS estimates indicate
positive 7Q10 and 30Q2 stream flow exist at this site. The
discharge point, however, appears to be a. narrow, shallow cove
(vegetation was growing in the center.of the channel) which most
likely would either be dry (during low lake levels) or extremely
shallow. Assimilation and mixing would be inhibited during the
aforementioned conditions. It appears this area has frequent
human contact (swimming, wading, etc.) at or near the point of
discharge. In addition, nuisance problems such as algae, odors,
etc.) may result during low lake levels. For these reasons,
approval of this discharge at the proposed location is not
recommended.
Should this request for an NPDES Permit be approved, this
Office recommends that the outfall be extended to a point (No. 2)
on the attached map. At this location, effluent limitations of
BOD - 5 mg/1 and NH3 as N - 2 mg/1 are recommended due to the
concerns noted above and for additional assurance that a
degratory effect on the lake or nearby environs does not occur as
a result of the discharge. Tertiary treatment, commonly
associated with facilities given these limitations, will help
buffer a wastewater treatment plant disruption.
If Tech Services does not concur with the effluent
limitations as noted above, this Office request that current BPJ
limits apply (BOD - 15 mg/1, NH3 as N - 4 mg/1) as have recently
been recommended for other new or expanding discharges.
This Office also has concerns regarding organic loading of
this facility during "off season" periods. It is suspected that
very little if any residents will remain during this period which
would tent to "starve" a 0.035 MGD wastewater treatment unit.
This Office recommends that the initial phase be limited to a
0.015 MGD, or less, facility until further expansion due to
development appears eminent. Dual units along with standby

power should be required prior to issuance of an Authorization to
Construct.

site, Tech Services should include an appropriate MBAS limit.
Pending receipt and approval of a Waste Load Allocation,
extension of the outfall to the location as designated by this
Office and concurrence by the Department of Human Services, it is
recommended that an NPDES Permit be issued.

Part I: Project Description
The applicant owns approximately 40 acres of undeveloped land adja-
cent to Lake Norman. It is proposed to develop this land into a park for
recreational vehicles. Present plans are to have a minimum of 560 lots.
Each lot will be furnished with individual water and sewer connections.
Part II: Water and Sewer Utilities
Water will be furnished by a well constructed in conformity with
State requirements including adequate buffering from proposed wastewater
treatment/conveyance facilities.
Sewage will be collected from individual lots and conveyed to a pack-
age extended aeration type wastewater treatment facility through a grav-
ity collection system with pump stations and force mains as necessary for
grade restrictions.
Part III: Wastewater Treatment Facility Design
Whereas the proposed development is high density and sufficient land
is not available to accommodate either individual or centralized on -site
wastewater disposal, the project must rely on construction of an appro-
priate treatment facility and discharge into Lake Norman. At this time,
the limitations required to be met have not been established. These will
be determined thru the NPDES permitting process and, therefore, it may be
necessary to modify the preliminary design prior to submission of final
design plans and specifications.
However, given the physical characteristics of the location, the
engineer anticipates that the permit may require greater than secondary
treatment. Therefore, the preliminary design is based on a system util-
izing flow equalization, extended aeration, clarification, aerated sludge
holding and chlorine disinfection.
Design flow is 67,200 gpd based on a projected flow of 120 gpd per
RV lot (560 lots). It is proposed to construct the facilities in two
(2) phases. Each phase will be designed for 35,000 gpd. The second
phase will be constructed when the first phase approaches design capacity
and further development is imminent.
Whereas Lake Norman is Class WS III and B waters, the treatment sys-
tem will employ dual mechanical units (pumps, blowers, etc.), standby
electric generator, plus alarms.
Part IV: Waste Reduction/Minimization
Due to the nature of the proposed development, the options for waste
minimization are limited. Whereas the water using fixtures are already
equipped in the recreational vehicles there is no option for requiring
construction to utilize water conserving devices. However, water con—
sumption and waste generation should be minimal since the development
will cater primarily to vacationers and should have few permanent
residents.
It will be the policy of the management to encourage water conserva—
tion and waste minimization through all practical means.
