TATA GOVERNOR SECRETARY July 1, 2013 Mr. Robert Ridings NC Division of Water Quality 2- 3 0 6 6 8 Transportation Permitting Unit 1650 Mail Service Center Raleigh, NC 27609 SUBJECT: NWP 14 Application for Stream and Buffer impacts on NC 581 In Wayne County Mr. Ridings, The North Carolina Department of Transportation ( NCDOT) proposes to widen NC 581 to accommodate a turn lane where it intersects with US 70 on the west side of Goldsboro in Wayne County. The purpose of this project is to reduce congestion at this intersection and facilitate the safe movement of traffic entering and leaving businesses near the intersection. The total project is approximately .25 mile in length. Permanent stream impacts of 13.1 feet are associated with the installation of 10 LF of 36" HDPE to extend an existing crossline, and a junction box. Riparian buffer impacts associated with this project include 1,531 Sq. Ft. in Buffer Zone 1 and 844 Sq. Ft. in Buffer Zone 2. It is not anticipated that mitigation will be required for these impacts. All permit conditions and the approved BMPs for sediment and erosion control will be implemented and strictly adhered to during the construction of this project. NCDOT anticipates that this project will be authorized under a NWP 14. Please review the enclosed PCN as well as the accompanying permit drawings and retain them for your files. For our files, please provide written notice that this activity is authorized. If you have any questions or need any additional information, please contact Chad Coggin, Division Environmental Officer at (252) 296 -3532. Your time and effort are appreciated.
