SUBJECT: NWP 14 Application for Stream and Buffer impacts on NC 581 In Wayne
County
Mr. Ridings,
The North Carolina Department of Transportation ( NCDOT) proposes to widen NC 581
to accommodate a turn lane where it intersects with US 70 on the west side of Goldsboro
in Wayne County. The purpose of this project is to reduce congestion at this intersection
and facilitate the safe movement of traffic entering and leaving businesses near the
intersection. The total project is approximately .25 mile in length.
Permanent stream impacts of 13.1 feet are associated with the installation of 10 LF of 36"
HDPE to extend an existing crossline, and a junction box. Riparian buffer impacts
associated with this project include 1,531 Sq. Ft. in Buffer Zone 1 and 844 Sq. Ft. in
Buffer Zone 2. It is not anticipated that mitigation will be required for these impacts.
All permit conditions and the approved BMPs for sediment and erosion control will be
implemented and strictly adhered to during the construction of this project. NCDOT
anticipates that this project will be authorized under a NWP 14.

authorized.

The culvert extension has been kept to the minimum length necessary to accomplish the lane widening at this location thereby minimizing impacts to
the stream.

Prior to the onset of construction the appropriate sediment and erosion control devices will be installed based on an approved sediment and erosion

The majority of the stormwater associated with this project is already being directed to this site via existing ditches. We propose piping those existing
