and other applicable Laws, Rules, and Regulations
PERMISSION IS HEREBY GRANTED TO
Charlotte -Mecklenburg Utilities
Mecklenburg County

construction and operation of a pressure sewer collection system consisting of 21, 10 — 25 GPM pump stations
with simplex pumps, on -site audible and visual high water alarms and approximately 1,965 linear feet of 2-inch
pressure sewer, to serve 18610 Bluff Point Road (21 total SF lots), and the discharge of 3,990 GPD of collected
wastewater into the Charlotte -Mecklenburg Utilities's existing sewerage system, pursuant to the application
received June 23, 2003, and subsequent additional information received by the Division, and in conformity with
the project plans, specifications, and other supporting data subsequently filed and approved by the Department of
Environment and Natural Resources and considered a part of this permit.
This permit shall be effective from the date of issuance until rescinded and shall be subject to the following
specified conditions and limitations:
1. This permit shall become revocable unless the wastewater collection facilities are constructed in accordance
with the conditions of this permit; 15A NCAC 2H .0200; the Division of Water Quality's (Division) Gravity
Sewer Minimum Design Criteria adopted February 12, 1996 as applicable; the Division's Minimum Design

other supporting data.
3. The wastewater collection facilities shall be properly maintained and operated at all times. The Permittee
shall maintain compliance with an individual system -wide collection system permit for the operation and
maintenance of these facilities as required by 15A NCAC 2H .0227. If an individual permit is not required,
the following performance criteria shall be met as provided in 15A NCAC 2H .0227:
a. The sewer system shall be effectively maintained and operated at all times to prevent discharge to land
or surface waters, and any contravention of the groundwater standards in 15A NCAC 2L .0200 or the
surface water standards in 15A NCAC 2B .0200.
b. A map of the sewer system shall be developed prior to January 1, 2004 and shall be actively
maintained.
c. An operation and maintenance plan shall be developed and implemented.
d. Pump stations that are not connected to a telemetry system shall be inspected every day (i.e. 365 da
per year). Pump stations that are connected to a telemetry system shall be inspected at least once per
week. This requirement does not apply to pump stations serving a single building associated with a
properly permitted pressure sewer system.
e. High -priority sewer lines shall be inspected at least once per every six-month period of time.

15A NCAC 2B .0506(a), and public notice shall be provided as required by North Carolina General
Statute §143-215.1C.
4. The sewage and wastewater collected by this system shall be treated in the Charlotte -Mecklenburg Utilities
McDowell Creek Wastewater Treatment Facility (NPDES Permit No. NC0036277) prior to being discharged
into the receiving stream.

a name change of the Permittee, a formal permit request must be submitted to the Division of Water Quality
(Division) accompanied by documentation from the parties involved and other supporting materials as may be
appropriate. The approval of this request will be considered on its merits and may or may not be approved.
6. Construction of the sewers, pump station(s) and force main shall be scheduled so as not to interrupt service by
the existing utilities nor result in an overflow or bypass discharge of wastewater to the surface waters of the
State.
7. Upon completion of construction and prior to operation of these permitted facilities, a certification and a copy
of the construction record drawings shall be received from a North Carolina -licensed Professional Engineer
certifying that the facilities have been installed in accordance with this permit; 15A NCAC 2H .0200; the

Division's Gravity Sewer Design Criteria adopted February 12, 1996 as applicable; the Division's Minimum
Design Criteria for the Fast -Track Permitting of Pump Station and Force Mains adopted June 1, 2000 as
applicable; and other supporting materials may subject the Permittee to an enforcement action by the
Division, in accordance with North Carolina General Statutes §143-215.6A through § 143-215.6C.

Review Comments
July 23, 2003
General
Based on the A/E's certification in the Permit Application that all 15A NCAC 2H .0200
requirements regarding gravity sewers and force mains, and the Division of Water Quality's
Gravity Sewer Minimum Design Criteria adopted February 12, 1996 have been met, a review
of these items has not been performed. It shall be the permittee's• responsibility to ensure the
plans and specifications meet the appropriate design criteria and rules. Final approval of these
documents will not imply approval of any variance from these criteria unless specifically
requested and granted. Failure to comply may result in penalties in accordance with North
Carolina General Statute 143-215.6A — 143-215.6C, construction of additional facilities, and/or
referral of the N.C. Professional Engineer to the licensing board.
2. Application Parts 1II.2 & 3. appear to indicate a total of 57 lots. The plans only show 23. Only
current flows can be permitted. Therefore the flow to be permitted will be based on the 23
single family lots shown on the plans (4,370 gpd). A permit modification must be requested
before any additional connections can be made to this system.
3. The downstream sewer analysis indicates that the 10-inch gravity line immediately
downstream of this project will be flowing approximately 97% full at peak flow. Further
evaluation of this line and possible upgrade will be necessary prior to any additional flow being
approved which will be tributary to this line.
4. The A/E's computer model is apparently based on SDR 21 PVC pipe. The plans call for SDR
13.5 PVC pipe. This change reduces the pump output by approximately 1/3. While the pumps
will still function, they are operating much closer to shutoff head. Additional connections
beyond the 57 modeled for this area could result in some of these pumps failing to operate as
designed. If future additions are expected on this forcemain, the pump selection should be
evaluated and revised as necessary.
5. In order to effectively evaluate this application the applicant will need to provide
documentation that the collected flow from this additional discharge will be effectively
conveyed to the receiving WWTP without resulting in SSO's. Conditions of Pressure Sewer
Permit require the permit holder to "properly operate and maintain the system". This office
requests that a review be made of the receiving lines associated with this application as it
relates to SSO's to determine if this flow will be tributary to lines identified as reoccurring
overflow Iines. These reoccurring overflow lines have been identified as 1) Old Vermillion
Drive, 2) Lansbury Court, 3) Andover Drive, 4) Old Dowd Road, 5) Plott Road, and 6)
Vernon Drive. Please submit this information regarding the relationship of the application
flows to the lines listed above.
Specifications
1. The plan details must show the dimensions of the required ballast concrete.
Plans
1. Sheet 2 of 6
a. The forcemain should be brought into the manhole at the base to minimize splashing
and odor release.
b. Note 10. — The leakage within the 100 foot radius of the wells shall be zero.
