General Information Responsible Entity: Town of Clayton Wastewater Treatment Facility Name: Little Creek Water Reclamation Facility (LCWRF) ORC: William Simpson--LCWRF James Blalock--Collection System NPDES Permit: NC0025453 (LCWRF) Collection System: WQCS00110 Laboratory Certification: 348 Description of Treatment Process and Collection System: The LCWRF is comprised of an automated barscreen, grit chamber, sampling station, flow monitoring, dual oxidation ditches with biological nutrient removal, tertiary filter, ultraviolet disinfection, standby chlorination & dechlorination, sludge thickening, aerated sludge storage and reclaim water. The wastewater collection system is comprised of 28 lift stations, approximately 136 miles of gravity sewer and approximately 36 miles of force main. II. Performance The collection and treatment system recorded a good performance record for the twelve-month period from July 1, 2020 to June 30, 2021. The facility met the permit conditions with the following exception: The facility reported a bypass of the influent pump station on 03/14/2021 for — 428,800 due to a pipe failure at the influent structure. No environmental impacts were noted. The treatment facility treated 603,885,000 gallons during the period and met NPDES permit limits. Clayton sent 133,031,616 gallons to Raleigh, and 377,493,190 gallons to Johnston County for treatment. The treatment facility delivered 7,382,218 gallons of reclaimed water to Pine Hollow Golf Course. The total system flow for the year: 1,121,792,024 gallons Sanitary sewer overflows that release 1,000 gallons or more and/or enter surface waters must be reported to the State of North Carolina. • The collection system had 1 overflow during the period that did not meet the reporting criteria. Chemical Root Control was used throughout the year on lines with roots to avoid an SSO. The system also distributed Grease Public Education materials to all residents in accordance with requirements. No environmental impacts or adverse health effects were detected. The following improvements were made to the collection system during the twelve-month period: 1 Wet Well aeriation system installation $11,452 2 New Pump& impeller Flamingo L/S $15,413 3 Chemical Root Control $13,049 4 Clearing/Vegetation Control at L/S and on easements $5,850 5 Bypass pump piping insulation $11,800 6 Summerlyn/Glen Laurel #3 Bypass pump purchase & Installation $294,753 7 Summerlyn/Glen Laurel# 3 Bypass pump design $12,500 8 Regional L/S Study & L/S abandonment $23,700 9 Ellington subd. Easement stabilization $4,875 10 Fayetteville St. Aerial stabilization $14,550 11 Liberty & W Main L/S abandonment design $22,657 12 Moore St. Ditch stabilization $45,245 13 Little Creek outfall replacement design $21,886 14 Two new Vactors for line cleaning & wet wells $865,382 15 New Protheus Sewer camera for CCTV $131,219 The cost of these improvements was approximately $ 1,494,331 III Notification A notice of availability is published in the News and Observer and at www.townofclaytonnc.org.
